Research On The Reform In The Management System Of Hebei Xinji Economic Development Zone

To establish the development zone is a major innovation of China's reform and openingup policy.Since 1984 the establishment of the first economic development zone.We have dev eloped the country development zone which has been a thriving scene today's development zo nes all over the country.More than 30 years of practice has fully demonstrated that the develo pment zone is a powerful engine of economic development,an important carrier of opening to the world,is the organizational reform of experiment base,where the development zone to g et good,where the development level is high,the development and change is big,the developi ng power is enough.The development zone of Hebei province has played an active role in pro moting the economic development of the whole province and made important contribution.H owever,compared with the other advanced regions and the requirements of building a strong economy and a beautiful Hebei province,there is still a large gap.At present,the old system a nd mechanism in the development zone of our province has not kept pace with the developme nt that time needs,and even became a prominent shortboard of economic development in Heb ei province.In April 2016,the provincial party committee and the provincial government aske d the development zone of the whole province to carry out the reform of the management syst em to further stimulate open energy.In this paper,with the opportunity of innovation and development of economic developm ent zone in Hebei province,Against the reality of Hebei Xinji economic development zone m anagement system operation,on the basis of the theory with practice,explore the Xinji econo mic development zone existing in the operation of the management system of all kinds of pro blems,and draw lessons from domestic and foreign relevant experience of the reform of mana gement system of development zone,based on the current status of Xinji economic developm ent zone,puts forward the countermeasures of five aspects.The first part is the introduction,which focuses on the background of the thesis,the purpose and significance of the research,t he research status at home and abroad,and introduces the research methods and innovation po ints of this paper.The second part introduces the concept,classification,establishment and necessity of management system.The third part analyzes the current situation of the managemen t system of Xinji economic development zone,and points out the existing problems and cause s of the management system of Xinji economic development zone.The fourth part analyzes th e basic model of the management system of advanced development zones in foreign countries,and expounds the experience for the reform of the management system of Xinji economic de velopment zone.The fifth part is about the current situation of the operation of the manageme nt system of xinji economic development zone,and proposes five countermeasures,including:To implement the reform of management system;To implement the reform of personnel compensation system;To implement the economic and social management rights of the development zone;To innovate industry financing model;To expand the thinking of investment promotion.
