Under the accelerated process of industrialization and urbanization, the demand of land for urban development is increasing. The development zones which is at the forefront of economic development has experienced more than 20 years of ups and downs from the establishment to the present, and it has become the most dynamic and the most potential economic growth points of our country. But in the course of land-use, the development zones have some problems, for instances, the land total is out of control, the land use structure is irrational and so on. Thus, the contradiction between land supply and demand has become increasing prominent, and the use of land resources are under increasing pressure. Therefore, the research of land intensive use and the potential estimate of development zone is not only benefit for the development of land utilization theory, but also provides helpful reference for the practice of making use of land rationally to stick to sustainable development road in our country.Based on the understanding of related concepts of the land intensive and potential use, the review of land utilization theory and other relative theories, and the combining research and practice of land-use at home and abroad, the author provides the index system of land intensive utilization and potentiality estimate of the development zone in the macro level and the middle level. Taking Xi'an economic-technical development zone as an example, it uses AHP level analysis, factors comprehensive analysis, GeoMedia Professional information database and fuzzy comprehensive approach to evaluate the degree of intensive utilization of its land, and obtains its land use potential of spatial distribution and the focus of potential use. The results of the evaluation show that the land intensive utilization integrated degree of the Xi'an economic-technical development zone is close to the national average, about 0.96, but there still exists 29.42 percent potential space to develop. Therefore, it needs to intensify efforts to explore the potential, constantly improve the level of land use intensive degree, and promote the sustainable and healthy development of Xi'an economic-technical development zone.
