The Research On Pearl River Delta’s Industry-university-researchcooperation Policy

Industry-university-research cooperation is one of the main path of technical innovation，and it is also a shortcut to quickly improve enterprise innovation ability, it is the inevitablechoice of the development of colleges and universities, the enterprise itself. Our country hascarried out for nearly20years of theory research and practice of "industry-university-research " cooperation and achieved certain results, but compared with developedcountries, our country started late.People must improve their understanding, andindustry-university-research cooperation is lack of a complete code of state law, thegovernment’s policy of supporting system.In recent years, the economic comprehensive strength of Pearl River Delta has realizedthe new span, and also economic growth mode has changed obviously. However, the currentdevelopment of Pearl River Delta is at a crucial turning point, facing many deep-seatedcontradictions and problems. Geared to the needs of "twelfth five-year", we should fullyunderstand and grasp the new situation of international and domestic, and make the scientificand technological progress and innovation as a key support to accelerate the transformation ofeconomic development patterns in Pearl River Delta,and vigorously promote independentinnovation ability. To improve the independent innovation of Pearl River Deltacities,the important way is accelerating the establishment of industry-university-researchcooperation platform,with enterprises as the mainstay, the market as the guidance,and makeall kinds of resources of science and technology advantages together,and let the economic andsocial development of science and technology have a new Common development. At present，there are some problems with industry-university-research cooperation in Pearl River,such asinsufficient financial input, tax preferential and enforcement of intellectual property rightsprotection is not strong enough,so,it is important to improve relevant policies.In this paper, related concepts and theories of "industry-university-research",cooperation has being expounded firstly. Again the present situation of Pearl River Deltaindustry-university-research cooperation has being analyzed, through the combination ofqualitative and quantitative methods. And then the policy of the country, the guangdong andthe pearl river delta has being induced,including financial investment policy, the preferentialtax policy, intellectual property rights protection policy, establishingindustry-university-research cooperation base policy, innovation alliance policy,talent trainingpolicy.At last, countermeasures and Suggestions are put forward,as follows:Firstly, improve the financial input, and increase the proportion of r&d spending in GDP;Secondly, improvepreferential tax policies to improve enterprise independent innovation ability;Thirdly, perfectthe intellectual property rights protection policy; fourthly,promote the construction ofdemonstration base and innovation alliance of policy;Fively, improve science and technologyinnovation talents cultivation and the introduction of policies;Lastly, highlight the dominantposition of enterprises in cooperation policy.
