Transformation and development in the state of the environment, with the developmentof information communication technology (ICT) development, information and customerdemand is changing rapidly, the traditional telecommunication industry is not adapt to marketdemand. The theme of the development of current telecom industry is the integration ofinnovation. Dual drive in information technology and market, profound changes have takenplace in the meaning of telecommunication services, the traditional telecom service willcontinue to move towards integration, integration embodied in many aspects of thetelecommunications industry, especially in the ICT business, ICT is CT (Communication)+IT(information) a business integration and the formation of the. Since the reform and openingup, China’s economic growth has been rapid development, along with the development ofinformation technology and communication technology, the concept of Internet of things clear,smart city, ICT business in the rising period of development. In2012, China Unicom and theGuangdong provincial government signed the "wisdom of Guangdong" construction projectsof cooperation, mainly from the government of Intelligent City, intelligent andinformation-based application etc.. With the "wisdom of Zhaoqing","peace city","e-government" project planning and landing, ICT business there are tremendous businessopportunities in Zhaoqing economic development and transition period. Unicom is a greatcompetitive advantage in the aspect of3G network and network structure, which is the corecompetitiveness of China Unicom’s ICT business development, but there are many problemsin the network scale, the development of ICT and the brand, through the analysis of enterpriseinternal and external environment, analysis of advantages and disadvantages, combined withthe company’s opportunities and threats, from the overall consideration, speeding up thedevelopment of its own advantages, overcome, avoid their weaknesses, seize the rareopportunities for development, to the development of ICT business through the correctstrategic choice. In the selection of competitive strategy are mainly in the overall costleadership strategy, differentiation strategy, focus strategy, through the analysis of Unicom’sICT business to win in the competition, must use its own advantages, learn from each other,through the cluster differentiation strategy to achieve competitive advantage. In order toensure the implementation of the strategy, the implementation of safeguard measures in theunity of thinking, to adjust organizational structure, motivation, the enterprise cultureconstruction etc.This paper is divided into five parts, the first part put forward the question; the second part analysis the external environment, the analysis to the Zhaoqing Unicom’s externalenvironment; the third part is the analysis of internal resources, advantages and disadvantagesof the main analysis of the ICT business; the fourth part selection strategy, proposed the ICTbusiness competitive strategy; fifth for the implementation of safeguards, to take measures toensure the implementation of the strategy.
