The Perspective Of New Public Service Theory Of Land Managpment Research

With the rapid development of industrialization, urbanization, the growing population,"housing difficulty","schooling difficulty""hospital difficulty", traffic congestion, environmental pollution, and counterfeiting, more and more above mentioned livelihood issues and public problems become huge obstacles affecting the lives of urban residents. Our cities not only reform the old town to link new city development, but also established new city via expanding the urban space, the development and construction of the new city is becoming more common, and getting more and more attention. However, China’s new city construction is a general project, from the planning and site selection to land expropriation, from land transferring to construction, from the placement of landless peasants to the provision of public services, which involve many areas of society, the new city construction have made a great success, and also exposed to a lot of problems. This article learns from the advanced experience of western new city planning and construction, meanwhile it summarizes problems in new city construction process, especially in land management, analyzes the reasons to provide experience for our new city planning and construction.The new public service theory is the most study focusing one both home and abroad. The new public service theory criticizes defects in entrepreneurial government theory. This article elaborates that service is provided to citizens but not customer; pursuit public interest; emphasis on citizenship than on entrepreneurship; take strategic thinking, democratic action; admission of liability is not simple; provide service but not administration; emphasis on people rather than on productivity, to establish a new theory of public administration. This article analysis for new city land management issue, and study it from new public service theory.The article is divided into four parts. The first part is related to the definition and theoretical connotation introduction, which elaborates contents and background of new city, land management and new public service theory. The second part describes the current situation and problems of the of Shenyang Hunnan new city land management. The third part analyzes the Shenyang Hunnan Park the New city land management issues. The fourth part provides countermeasures and ways of the of New city land management in the new public service perspective.
