Research On Supply Of China’s City Public Leisure Services

In recent years, leisure awareness of our residents gradually improve, the demand for leisure hasbecome increasingly prominent, but faced with the status quo that can not be met, this lack of leisuredemand especially reflect in urban life. Currently what meet the leisure needs of China’s urban residents isstill mainly all kinds of commercial supply, public leisure supply is obviously insufficient and with singleway. With the accelerated pace of building a moderately prosperous society and urbanization, theimportance of urban public leisure services supply will be more and more prominent.From a global perspective, the theory and practice of public leisure services of Western developedcountries are earlier than China, has already formed a relatively complete system of public leisure servicessupplied. Based on this, the study is based on a review and analysis of the theory, first, take the UnitedKingdom and the United States as an example, the development process and the status of Western publicleisure services supply were made by way of a brief grooming, in order to explore the developmentexperience of Western countries. Secondly, based on China’s overall situation, discusses the basic statusquo of supply from five aspects of policies and regulations, government agencies, nonprofit organizations,supply conditions, supply mode, to explore the development background of China’s urban public leisuresupply. The study found: institutional environment of leisure development has been improved, relatedpolicies and regulations gradually increased, but still lack, regulations have yet to be refined andimplemented; there is no government agencies which just only for leisure affairs, and leisure services isscattered in a dozen departments, led to that process of government public leisure supply is difficult andinefficient coordination; the number of non-profit organizations has been increasing, but there are somequestions such as a lack of publicity, public participation is low, growth is slow, administration is notstandardized, financing difficulties and other problems, that result it just can play a very limited role;recent years, China’s public leisure supply has made great progress, but there are significant regionaldifferences and differences between urban and rural areas, public leisure facilities are still scarce,community recreation supply situation is not optimistic, the supply of public leisure is still insufficient tomeet the public’s leisure demand; with policy-oriented, way of public leisure is tending to diversify supply, but the supply is still dominated by government, there is still a large gap compared with foreign countries inthe way of specific supply flexibility and maneuverability.Combined with previous studies and standards related content, supply system of urban public leisureservices is constructed; based on this system, take Kaifeng City as an empirical study area, the supplyconditions of public leisure in kaifeng City is studied from these aspects of public leisure environment,public leisure space, public leisure activities and places, public leisure information and education, nonprofitorganizations, government agencies, and specific supply mode. The study found:(1) Even though supplysituation of public leisure services in Kaifeng has been improving, but still can not meet the residents’leisure needs, performance in leisure environment in all aspects of public satisfaction is low, lack of basicpublic recreational facilities on outdoor recreation venues, lack of public indoor sports venues, communityrecreation supply shortage, lack of publicity and contact with the public about non-profit organizations,lower overall satisfaction with the supply of public leisure services;(2) Most respondents expressed a greatdeal of certainty and needs on these aspects such as improve urban basic recreational facilities, improvecommunity recreational facilities, open public leisure venues of colleges, disseminate public recreationinformation, conduct public recreation education, to understand or to join related nonprofits, and so on;(3)Municipal government agencies of Kaifeng City is also set by a similar way to China’s central institutions,responsibilities of leisure services are also scattered in a dozen departments, assumed more of the dutie ofpublic leisure services supply, but also to be bound by higher levels of government agencies;(4) It isgradually formed a diversified way of supplying public leisure services which government dominats inKaifeng City, but its specific mode is relatively simple, collaboration with non-profit organizations are alsofewer, contracts or partnerships with the business sector gradually increased, the degree of marketization islower.Combined with Anglo-American experience and China’s actual situation, put forward correspondingcountermeasures and suggestions from six aspects of role of government, formulation of leisure policiesand regulations, establishment of leisure agencies, development of non-profit organizations, conduct ofleisure education, specific ways to optimize supply:(1) Our government departments at all levels shouldclarify their respective role, which the local government should be the main and direct provider, throughsurvey leisure needs of the public, fully utilize and improve existing resources facilities and venues, and actively use social and market forces, to meet the leisure needs of local residents;(2) Promoting China’spolicies and regulations of leisure improve and implement, flexible formulate local policies and regulationsof leisure management, especially pay attention to the construction and management of communityrecreation, thus improving the institutional environment of public leisuer supply development;(3) Establishspecialized government agencies for leisure affairs, focusing on the full authority of the parent bodies tosubordinate agencies;(4) To support and encourage the development of non-profit organizations, relaxingits control, which play an active social force;(5) Strengthen leisure studies, emphasis on higher educationof Leisure, popularize public leisure education, proactive advocacy public recreation information;(6)Meticulous division of public leisure services products, optimize specific ways to the supply of publicleisure services.
