Along with the economic globalization and advent of the information age, the most important strategic resources, which spur economic growth, are not material resources, but human resources, more and more companies have pay attention to the construction of human resources. Reasonable HR system has become one of the most important factors in Business management. While performance evaluation has increasingly become an important means of human resource management, and the most effective means to help enterprises to maintain and enhance productivity, and attain the strategic mission and objectives. So, how to build an effective performance evaluation system, for realizing the core performance evaluation goals, is the key of performance evaluation to promote the achievement of organizational objectives.In2006, China Investment Securities began to research on how to change the mode in Brokerage business. One of the most important way was set up Marketing Department, and recruited marketing staff in more than100branches. And then, they tell staff how to improved their professional ability and marketing capability. But, when the scale of marketing staff grow more and more, the weakness of the performance evaluation exposes, and become the yoke of human resources.Analysis the problem of performance evaluation on marketing staff and find improved methods.The first part, introduce the basic theory of performance evaluation, including concepts, methods. Such as, Key Performance Indicator Balanced Score Card, Objective Management and360°Feedback.The second part, introduce the situation of China Investment Securities and the character of marketing staff, especially the Personality and Occupation character.The third part, the paper elaborate the performance evaluation; find problems and analysis the reasons. The beginning of performance evaluation system is late, so the problems and reasons are various and complex.The forth part, according the problem of performance evaluation,provide the improved methods on Guiding principle, how to choose assessment index, and detailed rules for implementation. All of these will provide the Theoretical basis of performance evaluation.The last part, provide the safeguard measures to ensure the performance evaluation running well.
