Since November2005， National development and Reform Commission and otherten ministries jointly passed the "Interim Measures for the Management of GovernmentInvestment Enterprises"， this law encouraged local governments to guide theestablishment of venture capital fund. China’s venture investment guide fund hasachieved rapid development. To provide an opportunity for the development of the VCindustry， especially for small and medium-sized science and technology enterprisessolve the financing problem. However， at present China’s venture investment guidefund due to the lack of system， professional and unified guidance， there are manyproblems in the concrete operation， leading to the venture capital fund to guide theestablishment of every kind of the fund， the effects are different. Therefore， thepurpose of this thesis is to analysis the domestic and foreign venture capital fund to guidethe development and operation mode， the development experience at home and abroadhave set venture capital funds， combining with the analysis of a typical case in China，pointed out the existence of China’s venture capital fund to guide operation problems.According to the basic national conditions， China’s industry development presentsituation， to explore suitable for China’s venture capital fund to guide the operationmode of development.The structure of the thesis is divided into five parts.
