In2009, three operators to issue3G licences for Ministry of industry and information technology, officially started the all business times. Since then, the telecom operators’ operating range is completely homogeneous and the market competition is more fierce. By a series of marketing activities, Unicom company of A city (hereinafter referred to as A company) acquired mobile customer market share and overall income increase, but the company efficiency indicators did not improve,even falling in a certain degree.In the all business times,how to achieve intensive growth and enhance the enterprise operation efficiency and competitiveness, is an important problem to be solved in the telecom operators.In this paper, through the study of marketing cost management theory and the special market environment and A company in the all business of the times, points out the shortcomings of marketing cost management in the enterprise, put forward the improvement scheme, and the application and empirical research in A company. At last,the author sum up a scientific, effective, and feasible marketing cost control implementation plan of telecom operators in the all business.
