A Research On The Fiscal Policy To Promote The Sustainable Development Of Resource-based Cities In Growth Period

Resource-based cities rely on the region mineral, forest and other natural resources exploitation and processing. Our country is rich in resources. Resource-based cities account for an important position in the urban structure. As the main supply of resources and raw materials, resource-based cities made great contributions for our country’s economy development. Resource-based cities themselves, because of mine area economy, also get fast development. But because of resource irrefragablity, the resources reserves will shrink. Many resource-based cities became into resource-exhausted cities, which caused a series of problems of economic and social development. Resource-exhausted city transformation become a hot topic for academic research. Choosing another perspective, this paper choose resource-based cities in growth period as the research object. If resource-based cities in growth period can transforn advance, insisting on sustainable development, may avoid the falling into the predicament of exhausting.At first, this paper defines resource-based cities in growth period on the basis of the theory of industry life cycle and briefly introduces and expounds the theoretical basis and the main genres of sustainable development. Then, this article selects several example to analyze the advantages and disadvantages for resource-based cities in growth period of sustainable development:the growth of resources city resources is abundant, the rapid economic development, financial strength. But at the same time, there is a high resource dependence, unreasonable industrial structure, imperfect urban functions, serious environmental damage, low level of science and technology, a variety of problems such as lack of talent.Then, this article choose examples of resource-exhausted cities transformation at home and abroad to study and draw lessons from experience. The growth advantages of resource-based cities can provide powerful support for the sustainable development and lay a good foundation for the implementation of policies. If resource-exhausted have the consciousness of crisis and tranform before reserves shrinking, it is likely to avoid. Resource exhausting. Therefore, resource-based cities in growth period should try to avoid recession, early take the path of sustainable development.Because that natural resource has strong commonality and externality, market failure caused by inter-generational problem is much more serious than the general products. The government should play a leading role in the sustainable development of resource-based cities by making fiscal policy.The last part of the article analyzes the thought of sustainable development of resource-based cities in growth period, pointing out the principle of fiscal policy. At last, the paper put forward policy suggestions from five aspects:the industrial upgrading, enterprise reform, urban construction, environmental protection, science and technology,in order to promoting the growth of resources city sustainable development at an early date.
