Based on the following four reasons, the thesis launched on China’s resource-based cities’sustainable development. First, the Chinese government made a solemn promise in the meeting to keep the’21 century agenda’ and to keep sustainable development as an important development strategy. On the December 18th, the State Department put forward ’some opinions on promoting the sustainable development of resource-based cities, and also, put forward the directive opinions, basic principles and work goals of promoting the sustainable development of resource-based cities. The second is that it is not only the requirements of putting into effect the scientific development opinions,structuring socialist hamorineous society to establish sustainable development system and mechanism, but also an important move to guarantee the energy and source supply and keep the sustainous, healthy and harmonious development of the national economy. The third is that, facing the exhaustion of sources, it’s an important part of national sustainable development strategy to help the cities extricate themselves from difficult situation and stride forward. The fourth, the thesis will provide useful reference for describing objectively the forming and development mechanism of cities based on sources, for exploring the industrial evolution law, for fixing a reasonable position of resource-based cities in the areas, city groups, city zones they lie in, for the national West China development strategy, the vigorously development of Northeast China, the rising of the middle, the continuity of development and the substitution of industry.Based on related research and reviews at home and abroad, this thesis discusses the sustainable development of resource-baseed cities from sustainable development perspectives. It aims at providing theoretical support and reference for the sustainable development of cities based on resources and the realization of the optimization and upgrading of industrial structure.This thesis makes a systematic analysis on relative problems concerning the development of resource-based cities. It measures and caculates the scale efficiency of some resource-based cities with DEA model, and explores the relationship between the scale efficiency of cities and city scale, rigions and other factors. It makes a comprehensive measurement of sustainable development of resource-based cities with the factor analysis method, and the results further verifies the conclusions concerning the correlation between resource-based cities and the resources they base on. The dissertation also reviews and makes case studies on the transformation practices of resource-based cities in China, and employs composite index to evaluate the sustainable development capabilities of the typical resource-based city-Daqing.There are five parts in the thesis. The introductory part includes the first chapter and the second chapter. It mainly introduces the background of sustainable development, the history, present situation of study and the development history of sustainable development course in China. It limits the research objects in this thesis. The second part includes chapter three and chapter four. It’s the concept boundary part. It mainly introduces the concept and division of resource-based cities. It draws a dividing line of the theories about ’city’and differentiates them. It draws a dividing line about the concept of cities based on coal resources, cities based on petroleum, cities based on iron and steel resources, cities based on nonferrous metal resources, cities based on gold resources, cities based on nonmetal resources, chemical industry cities and compound cities. It gives a general introduction to the layout, status and problems existed. The third part gives theoretical analysis. It includes chapter five, chapter six, chapter seven, and chapter eight. The DEA model is used to evaluate the development scale and benefits of economic development of resource-based cities and it makes efficiency and scale benefits analysis of the economic development of resource-based cities. In chapter six, factors effecting the core life cycle of resource-based cities such as resources factor, technical factor, market factor, operation and management factor and globalization factor were analysized according to the cycle and characteristics of development cycle of cities based on resources. Through analysizing the relationship between the stages of resources development and and states of cities with or without support, it puts forward the possible choices of development ways. In chapter seven, the problems of sustainable development of resource-based cities and industry structure adjustment are explored. It points out the direction of industry structure adjustment of resource-based cities. In chapter eight, it analyses the transformation practice of the resource-based cities in China, and makes case studies on Daqing. Moreover, it constructs composite evaluation index for Daqing and assesses its transformation performance and sustainable development capability. The fourth part, that is chapter nine, gives policy suggestions, and it gives policy suggestion of the sustainable development of China. The fifth part is the conclusion part. The basic conclusions of this thesis are:first, sustainable development of resource-based cities is the crucial part of the national sustainable development strategies. The second, the harmonized development of economics, social, resources, and environment is the precondition of the sustainable development of resource-based cities. The third, differentiation strategies are to be employed in process of economic transformation and industry structure upgrade of resource-based cities. The fourth, to successfully implement economic transformation and realize sustainable development should combine the market force and the macro-control of the government. The fifth, the establishment of composite evaluation index could well serve the policy making and adjustment, as well as commercial decisions made for the sustainable development of resource-based cities.
