Research On Resource-based Cities' Transition And Sustainable Development In China

Transition and sustainable development is the major theoretical and practical issues of resource-based cities in China Involving some aspects of society, economy, ecological environment and resource. Most of the resource-based cities' formation and development are products of exploiting exhaustible nature of non-renewable resources under conditions of the planned economic system, resource-based industries' rise made great contribution for national socio-economic development and urbanization. Due to long-term, high-intensity and unreasonable exploitation for resource and the change of country's economic structure after reformation and opening. most of resource-based cities are faced a series of problem such as resource depletion, serious environmental pollution, single industry structure, embarrassedly local finance, great pressure of laid-off, slowly economic growth and increasing social instability. Under the background and environment of economic globalization, new industrialization and knowledge economy and in the process of continuously improvement of China's market economic system, how to avoid strict path dependence for resource and promote resource-based cities' transition and sustainable development are the major strategic task and theme for promoting regionally coordinal development and constructing harmonious society, and it has strongly realistic and policy meanings. Under the guidance of scientific view of development and theory of sustainable development and base on summarizing home and externally theory research and practical achievement, according to present situation of resource-based cities' transition and development, the paper takes full use of basic theory including regional economics, industry economics, resource economics, system science, management science and some research methods involving integration qualitative with quantitative, combination empirical analysis with standard analysis and system analysis, and then discuss emphatically some key fields of resource-based cities' transition and sustainable development in China. The main research contents include some aspects as follows.(1)Make use of qualitative and quantitative, empirical and standard methods, then analyses and defines some aspects of resource-based cities' basic concept, formation and development mechanism, existed problems, recessionary reason and development prospects etc. Based on these and then detailed elaborates sustainable development's concept model and main contents and dialectical relations between transition and sustainable development of resource-based cities, and then put forward some key and core issues of resource-based cities' transition and sustainable development.(2)By use of Marxist economic theory, brings forward that economic transition is the key for comprehensive transition of resource-based cities, moreover, industries transition is the core of economic transition. Then empirical and standard researches some aspects of industries transition's flow, identification and regulation of declined industries, choice and cultivation of new leading industries and measurement and cultivation of cities' industry competitive advantage.(3)From the perspective of dialectical materialism, the paper constructs two system that include internal innovation mechanism—innovation system and external support mechanism—policy and law system of resource-based cities' transition and sustainable development, and then researches deeply on improvement and cultivation of resource-based cities' innovation system and policy and law system.(4)According to the difference of different resource-based cities, the paper constructs resource-based cities' sustainable development index system with character of integrating personality and common with dynamic and Static, then makes use of this to evaluate state, degree and level of resource-based cities' transition and sustainable development, and aims to rectify and make decision for deviation of resource-based cities' transition.(5)Using correlative theory results above, the paper takes typical resource-based century city Mine—PingXiang's successful transition for example to test.Based on previous researchers' contributions, the paper takes some originalities as follow.(l)Contents originalities. Firstly, under the guidance of innovation theory, the paper systematic constructs resource-based cities' internal dynamic mechanism and developmentsource-innovation system. Secondly, according to system theory, thepaper constructs comparatively integrated transition policy and law system of resource-based cities. Thirdly , the paper puts forward and constructs resource-based cities' sustainable development index system with character of integrating personality with common, and also involves system factors and policy factors. Fourthly , taking M.Porter's theory of competitive advantage as reference, the paper constructs measurement system of resource-based cities' industries competitive advantage, and then researches deeply how to cultivate resource-based cities' industries competitive advantage.(2)Methods originalities. The paper firstly uses system method to analyses and demonstrate formation and development mechanism of resource-based cities, system arrangement's importance and mechanism for innovation construction of resource-based cities and system factors' mechanism in the process of policy system construction.
