Study On The Relations Between Sichuan Postal Distribution Service And Sichuan Regional Economy

The postal service is one of the most important service industries in the economicsystem, which is the significant ingredient to guarantee the civilians communicationalneeds and rights. With the economic globalization and the rapid development ofinformation technology, China Post has an urgent need to find a new business growthpoint while maintaining its universal service. From2005to2013, the central committeeof the communist party of China has drafted eight no.1documents about the problem of"Farmers, Rural Areas, Agriculture Production", which have specified the support ofpostal enterprises outreach services to rural areas. Under this background, postaldistribution service is the establishment of the new rural logistics business, relying onthe postal network and brand advantages to serve the three rural by selling anddelivering agricultural materials and other consumer goods. Since Sichuan is a bigagricultural province, the postal distribution service may gain good opportunities fordevelopment.This paper considers that the essence of regional economy imbalance developmentis the cumulative causation process to relocate and integrate the resources in the socialnetwork on the basis of the social demand oriented.The heterogeneous configuration ofresources in the area will influence the economic activities,while regional economyheterogeneity is the static point of view of this dynamic development process.The ChinaPost has developed for many years as a standard network intermediary serviceenterprises.The postal distribution service will be more fully influenced by regionalheterogeneity due to its dependence on agriculture and rigidity in branch setting.This paper also makes comments to the market demand and general operationsituation of postal distribution business in Sichuan.For revealing the regional feature ofSichuan postal distribution service development based on the theory discussion, Itanalyzes the present situation of regional economic structure in Sichuan and has carriedon the comparative study with postal distribution service development by dividingSichuan into five regional economies.Economic belt in northeast Sichuan is one of thebest area of Sichuan postal distribution service development,while the next are the Chengdu plain economic circle and the south Sichuan economic belt so far.This paper has carried on the empirical correlation analysis of postal distributionservice with regional economy (16indicators) in Sichuan by using an improvedgeneralized grey absolute degree of grey incidence model.Combining with practicalalgorithm optimization and principle of the grey incidence model principle,This paperfurther merges the regional economy heterogeneity mechanism with the grey systemtheory thoughts and gives the economic implications to the degree of grey incidence.The results show that the postal distribution service has strong association with theeffective irrigated land, the consumption of chemical fertilizers, highway mileage,agricultural population, the number of outlets, the added value of primary industry andprimary industry employment population. Finally, considering the results of the study,we put forward policy recommendations for promoting the development of Sichuanpostal distribution service from the perspective of postal enterprises.
