With the high degree of marketization and the fierce market competition, overtime work is budding and becoming more and more serious. Analysis points out the fact that Chinese white-collars’ working hours and working intensity have been more than any country and region in the world. There are so many reasons for their overtime work. While "the leader asked to do" is the second reason, which is behind the first reason "heavy workload". Why do leaders ask their employees to work overtime when there are less work to do? For the enterprise, it does not get work products and for employees they suffer from overtime work. Neither of them attains benefit from this kind of overtime work. Whlie it indeed happened. This paper is aimed to give a reasonable explanation for these questions by investigating this special phenomenon.To analyse the problem above, we choose Bureaucracy as our research perspective to explain the reason why this kind of overtime work is requested by leaders on the basis of understanding the facts deeply. On the first section, we discusse the background and significance of the research, also put forward the research problem; The second part explains the related concepts and summarizes some opinions from academic circles on the factors causing overtime work and inefficient overtime work; The third part introduces the research method, proposes the hypothesis and establishes the interpretation model; In the fourth part we collected data through the formal questionnaire and test the hypothesis from SPSS statistical analysis; The last part of the thesis summaries the research.The empirical analysis confirms that employees’efficiency of overtime work is lower than normal work and there are34.1%of the population work overtime for the requirements of their boss. The result of the regression analysis demonstrates that the confidence level of leaders is negatively related to the overtime request and a male boss with tend to ask a female subordinate to work overtime.
