Financial Impact On Science And Technology Funds To Invest In Medium-sized Enterprises Innovation Performance

As one of the government fiscal policies, fiscal investment in science and technology plays an important guiding role and service function in the process of building innovation-oriented provinces or cities. Thus have a good knowledge of the relationship between the fiscal investment in science and technology and enterprises’ innovation performance can help the governments doing better.There are mainly three ways the fiscal investment in science and technology impacts on Large and medium-sized enterprises innovation performance:subsidize the Large and medium-sized enterprises directly, subsidize the scientific research institutions and subsidize the universities. To subsidize the scientific research institutions and the universities can cultivate innovative talents and strengthen basic research ability, subsidize the Large and medium-sized enterprises directly can Stimulate enterprise’ innovation, promote the increase of application research. But the structure of provinces’fiscal investment in science and technology is not reasonable, so that the use of funds is not efficiency. Basing on the different objects which receive the fiscal found, this paper will analyze the relationship between the fiscal investment in science and technology and enterprise innovation performance.In view of the guiding and promoting role local governments play in the enterprise independent innovation network, this paper estimates of the innovation performance of large and medium-sized enterprise innovation performance in each province. Based on this result, this paper will also analyze the influence the structure of financial investment in science and technology made on large and medium-sized enterprise innovation performance. In the end, the result shows that subsidize the universities can improve the innovation efficiency of large and medium-sized enterprises.
