From The Perspective Of The Scientific Community Technology Evaluation System

All fields of modern science and technology have many amazing, epoch-making discovery, discoveries in science and technology has a profound impact on the human society in various military, political, economic and other aspects, it changes people’s way of thinking, moral values and living habits. The scale and structure of science is constantly changing, it has become a "big science" from" small science". Modern science has developed the scientific activities which research by a person or a few people into large-scale collective undertaking, requiring precision expensive equipment and large professional staff. Scientific development is also facing many new difficulties and problems. Now the technology needs more scientific community cooperation to complete the project of science and technology, together with the development of the times. Therefore, we should analysis and research on the evaluation system of science and technology from the community perspective.In this paper, the author fully studied achievements evaluation system of science and technology research of predecessors, use the literature research method, case analysis, comparison to analysis the various cases. This paper summarizes the problems of the system of Chinese scientific evaluation from the new perspective of scientific community, and it combined with the status of the system of evaluation of science and technology in China. Evaluation of science and technology in China has made many achievements, accumulated many valuable experiences. But in some areas, there still exist some problems. This article carries on the analysis from two aspects of inside and outside, the external factors including:The administrative intervention leads to the scientific community lacking of autonomy in science and technology evaluation activities; It pays more attention to government incentives while scientific community of science and technology awards from folk organization in society are despised, and it lacks of convergence between the two awards; The public participation and supervision of the evaluation of science and technology level is not high; Internal factors including:Lacking of peer review in the strict sense; There are some problems in expert management system; The "Matthew effect" in evaluation results in unfair distribution of resources; The risk evaluation system of technology innovation is not perfect.Summarizing the basic reason, it can be divided into three parts:First, the perfect scientific community has not yet been formed; Second, the scientific community failed to give full play to the functions in science and technology evaluation; Third, there is no enough academic communication between the scientific communities.Aiming at the problems in science and technology evaluation, the writer presents many advices to it from the two aspects of theory and practice. The advices can be list as follows:Giving full play to the role of the scientific community in the evaluation of science and technology; Establishing the credibility of the scientific community and creating a well-known awards brand; Improving the openness of the scientific evaluation and guiding the public participate in and supervise it; Improving the personnel construction mechanism in the scientific community; Improving the mechanism of the scientific community management; Improving the resources incentive system within the scientific community; Improving the scientific and technological innovation mechanism.
