Resrarch On Labor Mobility Of Zhoushan Marine Industry

Entering the new century, as the world’s population increasing, the existing landresources can not meet the demand of human resources. Therefore, human will begin todevelop the marine resources. Marine economy as a new direction of development of theglobal economic development, which is drawing more and more attention from all countriesaround the world.As the pioneer of China’s “blue economy” development, Zhoushan has been included inthe national overall development plan during”Twelve Five” period, we can see that thedevelopment of the marine industry in Zhoushan occupies an important position in thecountry’s economic development, and it marks the Zhoushan marine economic developmentis an important part of the overall planning of the development strategy of the national level.It brings unprecedented opportunities and challenges to the economy development ofZhoushan. However, the current marine industrial structure in Zhoushan is not reasonable, thenumber of the potential surplus labor force of fishing rural in Zhoushan is8.27million in2001and up to8.68million in2001, which has increased to12.2million in2010, showing arising trend. There is a big labor gap in the aquatic products processing industry and marinebio-pharmaceutical industry in the secondary marine industry and the marine transportation inthe third marine industry. The problem of labor shortage has seriously hampered thedevelopment of marine industry in the region. Zhoushan City solved the problem that how topromote the potential surplus labor transfer in the rural areas to fill the lack of sea-relatedenterprises labor.1In the first marine industry in Zhoushan，there is greatshortage of labor and the laborforce between25-60has the features of low cultural level, with strong energy and workingenthusiasm; and the second, three industrial development for academic and technicalrequirement low industry exists great demand gap; therefore, theoretically, we can the surpluslabor force in the first industry transfer to the second and the third marine industry.2.Compared with ARIMA model to predict more precise3years of rural and fisherypotential surplus labor and development trend of the future forecast, the result shows: thenumber of rural and fishery potential labor force in Zhoushan city is in the fast growth stage.3.Through the Logit model, this paper shows that the risk type, fishery income and age are main effects of surplus labor transfer factor, so it should be from several aspects, toachieve a reasonable flow of surplus labor force in the industry.In this paper, based on the conclusion of the study, we can get some suggestions in thetransfer of surplus labor force in first marine industry, including the establishment andimprovement of endowment insurance fund, the strengthening of the surplus labor force skillstraining.
