Jiangsu is of the higher level of the urbanization and industrialization in China, the phenomenon of the regional imbalance in economic development still exists. Northern Jiangsu is comparatively backward socio-economical. The hidden unemployment problem is widespread. In order to let the rural labor force get employed, and improve the income of the farmers, the needs of the rural labor force transferring to the developed areas arise. At the same time, the further economic development of the developed region is faced with a shortage of labor supply restriction. Therefore, the rapid development of the developed area has had the demand of the rural labor force in Northern Jiangsu in reality. In reality, the rural labor space transfer behavior in Northern Jiangsu province is limited by a lot of factors, leading to a big difference among the transfer of labor force behavior, and being adverse to the sustainable development of the transfer of labor force behavior. In order to make the further promotion space transfer of labor force behavior go smoothly, and optimize inter-regional allocation of labor resources, we need to study these influential factors from the micro-level.In this study, the author uses the economic theory to carry out the economic analysis to the labor transfer and find out the influential factors in the perspective of economics. On this basis, by using the field research data of the farmers in Northern Jiangsu province in 2008, the author sets up a Logistics binary choice model and Mincer model to explore the direction and the extent of the impact to the rural labor force from the micro-level quantitatively. Under the related theoretical framework, explain and analyze the empirical results. Finally, In order to further promote North Jiangsu rural labor migrant workers, according to the results of empirical studies, the author makes relevant policy recommendations, such as the adjustment of household registration, land and other related social security system; to speed up the urbanization and increase the transfer of rural labor force ; to develop training skills and upgrade rural skills; to develop rural medical and health standards, enhance the health of the rural labor force.
