The irrigation area in the Lower Yellow River hasbecome the important productive base of commodity grain, cotton and oil in our country. Also it has madethe outstanding contribution to the grain production of the Yu Lu region and played a significant role toensure the safety of our country commissariat.At present, the irrigation development of the Lower Yellow River totally can be summed up as:â€ithas great progress, but also owns many problems. So, keep working hard, the project will have aprosperous future.†Generalizing the past experience, basing on the existent contradiction and problems,and considering the objective requirements of the future development, we must strengthen themacro-control and the sustainable and scientific research-work of the Yellow River irrigation, which is thevital assurance to promote fast and healthy development enterprise in the Yellow River irrigation area.The supply of the water resources in the irrigation region of the Lower Yellow River mainlycontains natural precipitation, runoff and local water resources. Especially, local water resources mainlyconsist of the local surface and ground water. The primary elements to influence demands of the waterresources in the irrigation area are agricultural irrigation water, industrial water, urban domestic water, andrural human and livestock water. Among them, the agricultural irrigation water, accounting for90%in thequoting water of the Yellow River, is the largest user.With the societal advance and the development of the economy and production, all departmentsand all industries in the society demand more and more water resources, and supply-demand contradictionof the water resources in the irrigation of the Lower Yellow River are increasingly prominent. The annualprecipitation changes largely and the distributions are uneven in the region. The runoff in the Lower YellowRiver decreases and the utilization of the local water resources is low. All of them are significant elementsto influence the supply and demand of the water resources in the Lower Yellow River. Although theindustrial and living water demands more and the new water users like the ecological water appear in recent years, agricultural irrigation water as the main user of the water diversion from Yellow River is also theforemost element to impact the water utilization. And, the technological projects, e.g. the project conditionof the irrigation region, irrigation techniques of agricultural water saving and sediment-oriented problems,etc, have a certain effect to the supply-demand situation of the diversion in the Lower Yellow River, too.The unceasing development of the diversion irrigation in the Lower Yellow River has come intobeing a great impact to the sustainable utilization and the using structure in the irrigation area. Among them,the agricultural water-saving irrigation in the irrigation area improves the soil ecology, which advances theability of the land output; the suspended sediment from the Yellow River amends the land quality, whichpromotes the structure of the land utilization, etc. All of these upgrade the land utilization in the irrigationarea. However, the unreasonableness, including the water-resource situation, the water diversion conditionand the water-using ways and so on, brings about the negative effects of the different degree in theirrigation area.In recent years, with increasing water scarcity of the Yellow River, the study, application andpopularization about the technique of agricultural water-saving irrigation have created great changes. Onthe one hand, several irrigation areas adopt the water-saving irrigation skill to reduce water consumption,and increase the irrigated districts, which cause the positive influence to the sustainable using of irrigationareas in the Lower Yellow River. What’s more, the land quality amended by the suspended sediment fromthe Yellow River enhances the sustainable using of irrigation areas in the Lower Yellow River. On the otherhand, the water-quality deterioration of the Yellow River, causing the soil pollution, is not beneficial to thesustainable using of irrigation landï¼›there are some conditions about the diversion project in the irrigationareas such as aging, degradation and water leakage, leading to the secondary salinization of soil in theirrigation land. Also, the traditional irrigation ways and the unreasonable water using increase thepossibility of soil salinization, which bring unfavourable effects to the sustainable using of the irrigationland in the diversion irrigation from Yellow River.This paper discusses the current situation of diversion irrigation in the areas along Lower YellowRiver, and the supply-demand conditions and the influencing factors of the water resources. Furthermore, based on these, the paper analyses the impact of the diversion irrigation in the areas along the LowerYellow River to the sustainable using of the irrigation areas, puts forward to intensify the promotionstrength of the water-saving irrigation technology, and acts according to local condition to develop the newand useful technologies of the water saving. Also, the paper suggests reasonably to handle thesediment-oriented problems and hardworking to carry out the “more using and skillfullmentâ€, and toincrease the infrastructure investment of the irrigation area and to reform the project of the irrigation areaby the investment. At last, the paper advises to protect water resources and to control water pollution, andto adjust the production structure of agricultural industry and to develop specialized agricultural. |
