With economic globalization has become more evident, the competition betweenthe countries has been transferred to the competition in the ifeld of science and technologyas the country’s core competitiveness strong backing from the economic,political, defense,and other aspects of competition. Science and technology are primary productive forces,the development of science and technology is profoundly changing the face of theeconomic life of the human society, technological innovation is increasingly prominentcontribution to economic growth,scientiifc and technological resources to become avaluable strategic resource. R&D as one of the main activities of the scientiifc andtechnological innovation, the impact of the economic and social development offar-reaching and therefore Throughout the developed and developing countries in theworld, to obtain a more favorable opportunities for development and international status,they have continued to increase R&D investment, while the Inner Mongolia, with theincreasing R&D investment, the use of research funding and scientiifc research related tothe use of resources more and more widespread concern in society, to strengthen the InnerMongolia R&D input and output performance evaluation become an urgent need to addressthe problem.In this paper, on the basis of the research results at home and abroad for thespeciifc circumstances of the Inner Mongolia region, to determine the speciifc researchideas and logical framework. First, from the point of view of theoretical research to studythe theory of economic growth, the latecomer advantages theory and R&D performancetheory. The research progress of the theory of economic growth, including two theories:neoclassical economic growth theory and endogenous growth theory, the two theories arethat the long-term economic growth must come from technological progress. Then moveradvantage theory is that there are special interests have their relative backwardness in InnerMongolia region as a latecomer. Inner Mongolia can increase investment in research andthe choice of the direction of scientiifc research, can be implemented in the invention ofthe technology innovation leapfrog. Second,from the perspective of the absolute value ofInner Mongolia R&D investment in the analysis of the total, including the total investmentanalysis and investment structure analysis. Finally, from a relative value perspective on the relationship betweenR&D and economic growth,R&D investment in performance as well as R&D investmentin the target strength of empirical analysis.
