Being real estate project management activities, the reconstruction for urban villages is more complex and full of risk with large investment, long cycle, regional strong and many uncertain factors, etc. At present, it has not yet formed a set of comprehensive and systematic financial appraisal theory and method in the reconstruction project for urban villages, therefore, we must be fully aware of the project essence, the reasonable evaluation on the project financial risk bear ability, in order to realize the economic efficiency and the financial related efficiency maximally.The Article studies financial appraisal on the whole process of Beidou Yulongwan district construction project using the theory of project financial management, distinguishes comprehensively and evaluates scientifically project finance through qualitative analysis and quantitative analysis methods, and implements effectively financial management in order to achieve the low project cost, high yield and benefit optimization. Aiming at the actual situation of this project, this article studies the different urban village reconstruction models, designs the financial appraisal index system, evaluates reasonable financial index through empirical research with financial appraisal, uncertainty analysis, social impact analysis, ecological and environment impact analysis. Finally, it puts forward some detailed finance risk coping strategies and measures and improves the project financial appraisal system.This paper is divided into6chapters. Chapter1, Introduction, main thesis of the background and significance, the literature and the major research paper on the content; Chapter2, Introduction of the basic theory for this article study; Chapter3, Beidou Yulongwan district construction project introduction, the basic situation of this project, its present situation and development models study of urban village reconstruction, and the problem research with its reasons; Chapter4, project financial appraisal, financial appraisal index system construction and the empirical study for financial appraisal and uncertainty analysis, gives the finance risk coping strategies and measures; Chapter5, the financial related benefits evaluation, including the social impact analysis, the ecological and environment impact analysis. Finally, the summaries of the research work and the next working train of thought.
