Research On Risk Evaluation Of Urban Village Reconstruction Project Based On Consultative Governance

Urban village reconstruction projects require heavy investment and span a long period.And the projects in different regions vary greatly.There are also a lot of uncertainties and accompanying risks.At present,there is no comprehensive and systematic theory and method on risk management of urban village reconstruction project in China.Therefore,it is necessary to fully identify the risks and make a reasonable assessment of the risk tolerance of the project,so as to maximize the prevention of those risks.To carry out risk evaluation research on the specific urban village reconstruction project which introduces the theory of consultation governance,this paper firstly introduces the basic theory of urban village reconstruction,project risk management,and consultative governance.Secondly,based on the questionnaire,the paper analyzes the demands and conflicts of the three parties in the project,so as to point out the necessity of introducing consultative governance into the reconstruction of urban villages.Thirdly,a systematic and comprehensive identification model and risk index system are established by combining the idea of consultative governance with Hall 3d structure,and the factors affecting the risk of the project are summarized.Then a grey clustering model based on entropy weight,C-OWA and game aggregation theory is established,and the risk evaluation model is applied to a specific urban village reconstruction project for verification,and the effect of the application of the model based on consultative governance is analyzed.At last,the paper puts forward risk prevention countermeasures of the specific urban village reconstruction project based on consultation governance,which provides theoretical basis and model support for better avoiding risks in the practice of urban village reconstruction project.The results show that the comprehensive assessment value of the project risk is5.3887,and the risk grade of the village reconstruction project in the city is average according to the risk measurement grade,and the risk evaluation result is in line with the reality.It shows that the system established based on the theory of consultative governance in the reconstruction project of village in the city can control the risk well.Applying the theory of consultative governance to urban village reconstruction project for risk prevention can realize the participation of villagers in the whole process.And in the realization of the mutual restriction and balance among the government,developers and villagers.
