Science and technology constitute a primary productive force, and scientificknowledge has already become a country’s most important strategic resource. Theinput of scientific and technological resources, which is the foundation of nationalinnovation ability, radically determines the level of national innovation. Scientific andtechnological talent, which is the carrier of scientific knowledge and the key ofscientific and technological resources, have played the most important role inpromoting the development of the economy and society. Along with theimplementation of the strategy of reinvigorating China through human resourcedevelopment, scientific and technological talent is playing an increasingly importantrole in economic growth in our country. How to developing scientific andtechnological talent effectively and improving the efficiency of development ofscientific and technological talent have become the cores of the project of strategicdevelopments of various countries and various areas all over the world. Scientific andtechnological resources are limited within the scope of time and region, and it is theinherent requirement of implementing the strategy of reinvigorating China throughhuman resource development to make good use of different kinds of input ofscientific and technological talent development to improve the level of scientific andtechnological talent development and achieve goals of promoting the development ofeconomy. Therefore, analyzing and studying the intrinsic relationship between inputof scientific and technological talent development and economic growth has importantand practical significance.This paper, based on the theory of human capital, takes synthetically use ofmethods of comparative analysis, the theoretical analysis and empirical research andqualitative and quantitative research to analysis the present situation of thedevelopment of scientific and technological talent in our country and studyrelationship between the input of scientific and technological talent development andeconomic growth through the empirical analysis, expecting to provide certain policysuggestions for improving the level of scientific and technological talent developmentand promoting economic development.The content of this article is divided into four parts. Firstly, expounding the background and significance of the research topic and summarizing the predecessors’research results on the basis of the study of domestic and foreign research literature.Then, the article introduces the concept used and related basic theory which lay asolid theoretical foundation to the research of this paper. Secondly, making an analysisof the present situation of development of scientific and technological talent in China,which pointing out that China’s overall and regional distribution characteristics ofscientific and technological talent and analyzing existing gap between our country anddeveloped countries in development of scientific and technological talent. Thirdly, thearticle introduces the model and method used in the empirical analysis, illustrating theunit root test, co-integration test, Granger causality test and impulse response functionand variance decomposition of VAR model respectively. Then, selecting grossdomestic product (GDP) as the explained variable quantity, personnel research andexperimental development (R&D) full-time equivalent, fiscal budget for education,spending on research and development (R&D), quantity of large and medium-sizedindustrial companies which have research and development agencies and turnover ofcontract from technology market as explanatory variables quantity,which are used tostudy empirically the relationship between different input of scientific andtechnological talent development and economic growth. The data are from10provinces or cities in the eastern region between2001to2011. Fourthly, the articleputs forward policy suggestions of improving the regional and national level ofscientific and technological talent development. For example, cultivating modernconcept of talent and strengthening the awareness of scientific and technologicaltalent development; increasing investment in education; enhancing investment inscientific research; improving the scientific and technological personnel trainingsystem; optimizing the environment of scientific and technological enterprises;consummating the policies of scientific and technological talent development.
