In recent years, e-commerce has developed rapidly which also makes itself oneof the most potential fields. It has brought tremendous changes to our daily life, andimproved people’s concept of consumption and shopping. There is no doubt thate-commerce has changed our living habits as well as certain value orientation thushardly any industries could resist its penetration. As e-commerce is included in thestrategic emerging industries in the national12thFIVE-YEAR plan, localgovernments are drawing up the "e-commerce" development schedule which matcheswith the local characteristics. Qingdao government has continuously improvede-commerce industry standard, and promulgated favorable polices to support smalland medium-sized e-commerce enterprises.After meet the consumers’ requirements about ranges and high quality of goods,delivery speed and cargo integrity become new strategic commanding heights, nomatter they are large volume deals of B2B, or network retails, or group purchasewhich are fast emerging on the net. Along with the continuously expanded marketscale, the number of E-business enterprises grows rapidly. In order to further meet theneeds of consumers, selections of E-business logistics service provider must becarefully considered. So it has important practical significance, both for E-businessenterprises and consumers, to use scientific method to select and evaluateE-commerce express enterprises.First, this paper defined the type of main body in the research theoretically. Forthis paper, it is faith, E-business enterprises which was transformed from a traditionalclothing company and is now a BtoC network retail enterprise, and it also chooses3PL, mainly express enterprises, to fulfill its goods distribution. Then from one regionto another, this paper investigated the present development situations and existingproblems of Qingdao regional logistics express industry, established a complete set ofindex system to choose and evaluate express enterprises, creatively implemented thestaging processing of the indicator system, analyzed these findings with a fishbonediagram, and solved the dynamic problems of express companies in a better way.Finally，this paper chose the method of grey correlation degree analysis to establish amathematical model. The model quantified the qualitative indicators far as possible, judged the distance between parent sequence and the sub-sequence tomake a sort of related degree, and is improved after combined with AHP method. Andit turns out to be reasonable and effective using grey correlation degree to do theselection. What’s more, grey correlation degree analysis is easy to be applied so that itcan be used in other companies.In this paper, a database of express company is established after the empiricalanalysis finally, and the result shows that there is a dynamic and complementary trendin different periods, which requires a more scientific co-operation relation betweenYeTao and these express companies. There are many areas which need to beimprovement in these express companies in Qingdao. And more methods should beapplied to promote the logistics industry and the e-commerce industry.
