The twenty-first century is a time faced with many challenges and full ofopportunities. Corporate human resources play an important role of thecompetitiveness of enterprises. With the economic advance of globalization and theincreasingly fierce competitive environment, human resource management is elevatedto a strategic height. The core of human resource management is performancemanagement. Performance management which turns corporate strategy into action is acontinuing dynamic system, controlling the process to achieve the enterprise’s goals,while improving employee satisfaction in order to achieve a balance between the two.In corporate human resources management, performance management provides animportant information basis for other human resource module operation, enterpriseorganizational design, staffing, training and development, compensation managementand career planning.In contrast, The study and practice of the enterprise performance management inmajority of China’s civil aviation comes late, for various reasons, the majority of civilaviation enterprises not really carry out effective performance management. How Thestate-owned civil aviation enterprises seize the "12th Five-Year" period of historicopportunity for the development of the civil aviation industry, to gain a place in theincreasingly complex and intense domestic and international competition in themarket environment, carrying out the management improvement and innovation ontheir own and establishing a scientific and effective performance management systemis very pressing issues and tasks.Facing such a new situation and new tasks, In the framework of the strategicrestructuring and development of the headquarters, according to the CESD companydevelopment strategy, comprehensive using the balanced scorecard and the keyperformance indicators to carry out an in-depth analysis of existing performance management system, pointing out the problems and shortcomings of the originalperformance management system, building strategic-oriented performancemanagement system model, putting forward the ideas and principles of design basedon the strategy-oriented performance management system,the optimization of thesystem design process, program implementation steps and methods, potentialproblems and the support measures. From a theoretical summary, systems analysis,and optimization of the design as well as supporting measures to finish thecomprehensive statement of this article. Through the optimization of the design oflarge state-owned airline performance management system, fill the blank of the claimof “the innovation of basic management” of The State-owned Assets Supervision andAdministration Commission to enhance corporate performance management, not onlyenriching the theory of performance management, but also increasing the practice ofperformance management theory to establish an effective performance managementsystem, which may gives guidance to the similar corporate.
