Impact Of Blue Economic Zone Construction On Shandong Regional Economic Imbalance And Adjustment Strategy

From the globe range, every country has met the regional economic developmentimbalances problem during the development. Since the reform and opening up policy,Chinese economic development and people’s living standard have developed rapidly.But due to the required national development plan, each region appeared imbalancedeconomic development with various degrees. From a practical point of view,Shandong Province, since1978, by feature of its geographical advantage and nationalpolicy support, the eastern coastal Shandong Province, showed continued and rapideconomic development. Accompanied by clear differences of economic growth,productivity distribution and living standards between the zone of east and west, thearea and the urban and rural, and these disparities still have gradually expanding trend.When Chinese President Hu Jintao inspected in Shandong, in April2009, he said:“We should strive to develop the marine economy and marine resourcesscientifically, cultivate marine industries, to create the Shandong Peninsula BlueEconomic Zone." Shandong Province responded positively to the call of the Chairman,began to vigorously promote the construction which related with the blue economiczone, and the economic role in boosting the eastern coastal city of Shandong provincesignificantly, while the east and middle area of Lu still has not been associated withpolicy support and capital investment, so the economic growth is relatively slow. Fora long time, with the advantages by virtue of the coastal zone and economicdevelopment, east-Lu has become a leader, and the development of inter-regionaleconomic imbalances tend to normality. And the construction of the blue economiczone undoubtedly exacerbated this imbalance, so that, the gap between inland andcoastal cities on economic development increasingly urgent are needed to formulate ablue economic zone construction and marine industry related policies, reducinginter-regional economic development gap and promote the coordinated developmentof regional economy.In this paper, drawing on domestic and foreign references, firstly scientificdefinite the relevant concepts blue economic zone and systematically expoundedregional economics, industrial economics theory, the formation of regional economicsand industrial economics basic theoretical foundation. Secondly, that made a systematic analysis of the impact on economic development in Shandong Provinceand reformed the blue area in Shandong Province Economic Development of thecurrent situation of the region, and quantitative estimates development differencesbetween the three regions of waterfront land,, offshore and land-sea land in ShandongProvince, and the development gap between the outside of blue economic zone. Andthe results show that regional differences in Shandong absolute increase year by year,but the overall trend of the expansion slowed down, as to the relative gap betweenshrinking each year around the city, and the2009was a turning point year in regionaleconomic development of Shandong Province, the Blue Economic Zone in ShandongPeninsula accelerated economic development of coastal land, thus making theeconomic development of coastal and land-sea relative slowdown, and accelerated theuneven development of the regional economy in some degree. Thirdly, this paperbased on the blue economic zone with the role of regional economic development,from three aspects, the effects analysis, pathway and the role of the process, with theanalysis of the role of the process connected the introduction of network topologymodel. Analysis shows that the "blue economic zone-the peripheral area" networksof relationships and changes are affecting the "blue economic zone-the peripheralarea" and constitutes a development relationship networks, while the "blue economiczone-the peripheral area" networks supply and demand through domination andcoordination. Therefore, the "blue economic zone the peripheral area" networksystems research should focus on basic elements of the upper, more emphasis existbetween elements associated with specific functions of static and dynamic interaction.On the basis of theoretical research on the dynamic equilibrium model constructedregional coordinated development of industry in Shandong Province, and from theperspective of geometry and algebra were analyzed balance issues of the regionaleconomic development in that Province. An empirical analyzed the deep-seatedfactors Kernel dynamic evolution path and transition matrix17cities in ShandongProvince, and the results shown that the industrial development around the cities ofShandong Province was upward and forward. That is to say, the primary industry’sdevelopment gap narrowing and tends to develop coordinated with the foregoing Ginicoefficient and Theil coefficients reflect the status of the same; the second and thirdindustry development uncoordinated, holding the phenomenon of extremedifferentiation inquiry. Finally, according to the results of this study, policyrecommendations to promote coordinated regional economic development of Shandong Peninsula and proposed further research prospects.
