Research On The Role Of Local Government In Supervision Over Food Safety

Since ancient times, food is as importance as it determines the development of a country. However, with the sustainable development of China, our food safety problem is becoming more and more serious. Nowadays, how can a local government through improve the efficiency of food safety supervision, to maintain the security and stability of local city, promote the economic development, has become the primary problem. Nanning, the capital of Guangxi, as it become the Permanent host city of China-ASEAN Expo., its economic developing rapidly, and local people’s living standards have been greatly improved in recent years. However, the food safety problem is becoming more and more serious at the same time.This article first introduces the current situation and insignificancy of local government’s food safety supervision, analyses the role performing situation of the local government, summarizes the reason why the supervision inefficiency from the main supervision body. Taking the new public service theory "the most important goal of government is to achieve the public interest" as core orientation, combine the Manager Role theory of Henry Mintzberg and the role of government, applied to the local government food safety supervision. Then suggest in the new situation local government should be perform well in the following roles:Firstly local government should perform organizer role well in food safety supervision, improve the local regulatory laws and increase the funding for food safety supervision; secondly local government should perform coordinator role well in food safety supervision, coordinate the relationship with public and the higher levels of government, promote the cooperation with any other country; thirdly local government should perform controller role well in food safety supervision, build and improve food safety information platform and food safety risk monitoring system before accident, take responsible for food security emergency during the accident, sum up the experience and carry out the work of social reconstruction after accident; Finally local government should perform innovator role well in food safety supervision, add innovation into every job, innovate every supervision job. Through perform these roles previously described, local government maybe able to improve the food safety supervision, maintain the security and stability of local city, promote the economic development.
