The Current Situation Analysis And Redesigning Of Performance Assessment System Of GKH Ningxia Branch

In January2007, it was decided in the National Financial Work Conference that the GKH implement commercial reform firstly. In early2008, the GKH reform program was approved by the State Council. On December16,2008, the GKH Co., Ltd. was officially established in Beijing, marking the GKH entering a new stage of reform and development. In recent four years, in particular since two years ago the National Development Bank Co., Ltd. was established, its internal and external environment is quietly undergoing tremendous change, including organizational structure, funding sources, types of business, competition and so on.Ningxia Branch of the GKH, established by GKH in2004, made excellent market performance due to the use of development finance theory and the policy advantages of play, and become the main bank in Ningxia. However, the industry faces increasingly fierce competition. This paper presents the operation characteristics, development course and division function of GKH Ningxia branch. It makes deep observation on the current situation of the bank’s performance assessment system, and also analyses its shortage and problems considering the bank’s operation developing characteristics. Meanwhile, the author improves the performance assessment system, proposes target and principle of this improvement, redesigns the assessment indicators and standard, and discusses the innovation details and expecting effect. Conclusively, measures for the implementation and subsequent advices for the performance assessment program are also proposed.
