Nature resource is the basis of human society and the motion of modernindustrial and economic development. However, as a result of uncontrolleddevelopment and utilization, the resource shortage and pollution have becomemajor obstacles of sustainable development of human society. As the Rise ofCentral China and western development strategy promoted, the demand of natureresource and pollution will increase dramatically in Central and Western Region ofChina because of the wave of urbanization and industrialization.Therefore, how toimprove the Resource and Environment Efficiency of these regions to save resourceand control pollution is an important task.In this paper, the input-oriented BCC model and Malmquist Index analysismethods are selected to estimate the total factor Resource and Environmentefficiency of the Central and Western Region of China during the period of2000to2010, and the data of Eastern China is used as a reference. The Tobit regressionmodel is used to estimate the affection from GDP per capita, the scale of GDP, theindustrial structure, the independence of foreign capital. At last, some suggestionsare proposed to enhance the efficiency.The results of this study show that the regional gap of Resources andEnvironment Efficiency become larger, the Pollution Haven Phenomenon is foundin Central China. Owning to the unreasonable economic development, a negativecorrelation between the economic factor and the Resource and EnvironmentEfficiency is found in this study either.Therefore, in view of the above, this article proposes some advices for thelocal government. First of all, the law and regulation related to resource andenvironment should be perfected. Secondly, the local development should be morereasonable. Thirdly, the industrial construction should be optimized. Fourthly, thelocal government should provide more financial and tax support to promote thetechnological upgrading of enterprises. Fifthly, as to the Central and Westernregion, the cooperation to the Eastern China should be strengthened. Last but notthe least, the supervision of investment should be strengthened as well.
