Research On Industry Coordinated Development And Regional Cooperation In Hengyang-Chenzhou-Yongzhou In The Southern Hunan In The View Of Undertaking Industry Transfer

Under the background of industry transfer and the revitalization of the central，Hengyang-Chenzhou-Yongzhou in the Southern Hunan become the fourth industrialtransfer test area. Resource allocation optimization, the coordinated development ofinter-industry and the regional cooperation are the key to realize the regionalharmonious development and the increasing economies of scale. At the same time,they are also the key to drive economic growth in Hunan Province.Firstly, this paper introduces the domestic and foreign studies about industrytransfer, the coordinated development of inter-industry and the regional cooperation.On the basis of theories, it determines the research content and research ideas.Secondly, this article analyzes the basis of the regional cooperation ofHengyang-Chenzhou-Yongzhou in the Southern Hunan. Through the analysis, itfinds that the industry development situation is good, the industrial structure isimproving constantly, investment promotion efforts is enhanced, the infrastructure isgetting perfect. Then it analyzes the advantage of regional cooperation anddevelopment. However, as a result of the lack of the cooperation mechanism,industry convergence, bad environment, poor infrastructure, enterprise level, thedevelopment is limited.Thirdly, this article has measured the level of maturity and the efficiency of thecoordinated development of inter-industry by the empirical method. Then, it hasanalyzes quantitatively the problem of the coordinated development of inter-industryand regional cooperation in Hengyang-Chenzhou-Yongzhou in the Southern Hunanunder the background of industrial transfer. It turns out that the level of the maturityin the coordinated industrial development of each of the three cities match with thedevelopment of the whole regional economy, but the development level whichdescribes the regional cooperation is lower. Through the measure of the efficiencyabout collaboration, the whole region and Hengyang have to improve the efficiency.Fourthly, this paper from three aspects of the external cooperation with theeastern regions and other national demonstration area, the internal cooperation in thethree cities, establishes cooperation mechanism on industry transfer under thebackground of industry transfer which provides a mechanism for the coordinateddevelopment of three industry.Finally, the article has made corresponding policy and suggestions to the coordinated development of inter-industry based on Internal coordination andcommunication, shared interests, differential positioning, industry undertaking anddevelopment, etc.
