After China’s accession to WTO, foreign trade show strong growth momentum, and aviation trade also got the corresponding development. China has become a world’s big transportation nation and is becoming to a powerful transportation nation. The global economy develops at a high speed, the graft of natural resources and use is growing day by day,this brings the huge pressure to environment, so a kind new development modes which regards both economic and environmental protection as equally important,"a low carbon economy" appears. The appearance of low carbon economy is originally an important step for the world economy going towards sustainable development.However, developed countries think that developing countries who caused a lot of carbon emissions is the key driver of global climate deterioration in economic operation process. So they plan to impose additional tariffs on import and export commodities carbon dioxide to developing countries and finally achieve the purpose of protection of domestic enterprises. This idea spread quickly between nations, industries and product categories. In the carbon tariffs problem, the United States is the creator of the precedent. On March17,2009, Liwen Zhu,the U.S. energy minister first proposed the idea of a carbon tariff system. On June22the limited and trading law is passed by the United States house of representatives.And on June26, the American clean energy security law is passed, authorized the U.S. government to give trade sanctions to countries which did not accept pollutant emission standard, impose a carbon tariff. So far, the American carbon tariff policy officially formed in the form of law. In the December of2012at the end of the Durban climate conference, the European Union reiterated that the air transportation industry will be brought into the EU emissions trading system (EU-ETS)since January1,2012, imposing the carbon tax to the international flights which is in the European Union territory and flying into the airspace of the European Union. Once the policy implemented, it will cause inestimable influence to China’s aviation trade development, goods trade dealings, and even domestic economic environment. This article mainly aims at the influences from the carbon emissions regulation measures of United States and the European Union to our country transportation service trade influence and provides the theoretical foundation to our country for how to deal with the developed countries’carbon tariff barriers and high carbon tax in the future.This article first introduces the research purpose and meaning,gives the domestic and foreign research present status, and writes the main economic theories related to this topic. In this foundation, the article collects and analyzes the statistics, introduces carbon emissions regulation present status of the United States and the European Union,discusses the influences which these low carbon measures affect on China’s aviation trade by using qualitative analysis and empirical analysis of the combination of research methods. Finally, this article puts some suggestions like using new biological fuel instead of carbon dioxide, changing the air path and reasonable avoid carbon tariffs, establishing the carbon trading market acting on international convention as soon as possible, accelerating the independent research in scientific and technological fields.
