Early march,2011, The EU passed a resolution to determine from January1,2012, the EU aviation emissions trading system goes into effect. The motive of the EU aviation carbon tariffs is to make up for loss since the European debt crisis. From the aspects of environmental protection to analysis, Carbon tariffs have some effect to control the emissions of carbon dioxide. In a long run, the implementation of the carbon tariffs has certain simulative effect to adjust the industrial structure and technical innovation. However, Carbon tariffs as new trade barriers, which is not appropriate to demand developing countries responsibility for carbon emissions. Itself against the national treatment principle of WTO and the basic principles of the United Nations on climate change framework convention. The study of this thesis is whether the EU aviation carbon tariffs will be harm to the aviation industry of our country, and how far wills it brings. This article takes this policy into account; Aim to study the impact of Carbon tariffs on China’s aviation passenger service export the EU. At last give a solution to deal with the EU aviation carbon tariffs.The first part outlines the background and embodiment of EU aviation Carbon Tariff. The background of its present is to cope with global warming, to pay attention to the energy crisis threat to improve the competitive strength of our national aviation industry, and to transfer the European debt crisis risk, which gives a conclusion that the main reason of the EU carbon tariffs is gradually entered the low carbon economy. The use of the new energy and new environmental protection technology can make the EU declining service and manufacturing revive, and help the euro dollar bring in new value after the European debt crisis. At the same time, in order to revive the decline of the entity economy, keep their enterprise strong international competitiveness. The second part analysis the influence of our national air service export the EU by Carbon Tariff, which finds that if the EU levees aviation carbon tariffs it would reduce the exports of exporters, and leads loss to exporters. The third part forecast analysis the impact of Carbon tariffs on China’s air service export the EU. The study indicates if the EU implements carbon tariffs, it will increase our service fee, and reduce the number of people to EU. What’s more, the use of the gravity model shows, it will lead to the increasing of aviation fuel taxes, and have negative effects to our aviation passenger service exports, and its Coefficient is negative number. For example:When the coefficient is-0.090864, it means the EU aviation fuel tax increase$100, our aviation passenger transport services exports to the EU will decrease9.1%. Finally put forward the reasons why China can’t deal with the EU carbon tariffs are follows:weak consciousness in carbon emission; No consciousness of carbon tax implementation; no sound carbon emissions trading market and the carbon trading market; Aviation facilities lags behind that of developed countries; The airline network structure falls behind and so on. In the end, the thesis put forwards the suggestion from the government level and industry level.
