In the process of human to ecological civilization, the development of low-carboneconomic model is not only inevitable requirement to address global climate anomalies, butalso to take the road of sustainable development represents the essence. Through theadjustment of the existing structure of energy consumption as well as the support of scientificand technological innovation, the development of low-carbon economy is of practicalfeasibility. Create a low-carbon economy, this new green development model process alsorequires the government, business and individuals, backward and rigid concept ofdevelopment, improve the system and adjust the industrial structure, improve thedevelopment and utilization of new energy, change links collaboration. In this paper, theresources and the environment in accordance with the value of its constituents, can be dividedinto worthless part of the natural resources and valuable part of the economic resources. Thus,for the latter can be used as a special commodity on the market and to be exchanged, andfurther, may rent theory as a reference, this part of the resource efficient pricing. MarxistTheory of Rent on the pricing of the resource environment provides a high reference value,resources and environmental problems as complex, just is not enough to rely on the price ofshort-term constraints, medium and long term, the compensation of resources and theenvironment, as well as with the concept of sustainable development to optimize resourcesand environment, distribution, also has great practical significance.In the context of globalization, countries cope with climate change the same onto theinternational track if cooperation. Is considered on its own economic interests in thepost-Kyoto Protocol period, countries in international negotiations, intense game, not regress.Nevertheless, countries of great efforts to develop low-carbon economy has reached aconsensus. This paper discusses in detail the development experience in Europe, America,Japan and other developed countries, has long been summed up by the theoretical study of thelow-carbon economy, empirical analysis. That despite different national conditions of themajor developed countries, but in the face of the problems of the development of low-carboneconomy, the means of implementation of these countries are mainly concentrated in "theperfection of the legal system, government subsidies, financial and tax systems, technicalinnovation" while at the same time as the largest developing country and serious carbonemission countries, China must be combined with the actual national conditions, take the lowcarbon road with Chinese characteristics. From international emission reduction, limiting discharge pressure is also growing, although we always adhere to the "common butdifferentiated responsibilities", but the CPC Central Committee and the government of ourcountry has been the development of a low carbon economy as the country’s strategic choices.Borrowing "Stones from other hills may serve to polish jade", we would like to take toidentify the country in the development of low-carbon economy experience, learn from eachother and building a low carbon development path with Chinese characteristics. In this paper,a preliminary analysis and discussion in this regard.The first chapter is the introduction, the main purpose of this thesis the background,significance and research ideas overview. The second chapter focuses on the exposition of theMarxist theory of low-carbon economy and low-carbon economy at Home and Abroad,pointed out that an extension of the Marxist theory of rent Resources and Environment pricing,discusses the Marxist theory of ecological to the real expansion of the concept of sustainabledevelopment. Chapter III discusses the urgency of the current situation and China’sdevelopment of low-carbon economy Carbon Emissions in China. The fourth chapterintroduces the United States, Japan, the EU and other countries, the experience on thedevelopment of low-carbon economy and the development of low-carbon economy path ofdifferent industries on the static carbon difference, even if the same industry in the dynamicdrop carbon, carbon high and low points. Therefore, the development of low-carbon economyin two ways: the ratio between the carbon industry structure adjustment, an increase in theproportion of low-carbon industries, to reduce the proportion of high-carbon industries;Technically, reduce industrial carbon consumption.
