A Study On Coal Industry Development Of Shanxi Based On Circular Economy

Our country is rich in coal resources, especially Shanxi province, whose coal reserves rank third of the whole nation. In the past, in order to meet the needs of economic development, the mining of coal increased continuously, and unreasonable exploitation and utilization caused a series of problems to the development of coal industry. Undoubtedly, coal industry has played a vital role in the rapid development of economy in Shanxi, but the blind pursuit of yield and economic benefits has led to the contradiction among population, resources, environment and economic development. Accordingly, it is urgent to figure out how to promote the development of coal, as well as maintain the steady and healthy development of economy in Shanxi.Circular economy is the latest product of sustainable development, and it is the only way for Shanxi to break through the development bottleneck in coal industry. Firstly, this article points out the basic theory of circular economy and industrial economy, studies domestic and abroad development of circular economy and on this basis, integrates circular economy into industry development. As coal industry in Shanxi faces challenges such as low utilization efficiencies, incomplete industrial chains and at the same time, it is easily influenced by external environment and could cause serious ecological damage, it is necessary to combine circular economy with industrial development. Secondly, in accordance with the advantages of coal industry in Shanxi, this study puts forward the idea of building a new development model, in which industry chains can be extended horizontally and vertically based on circular economy. Besides, for the purpose of cutting the cost on industry chains, deep processing of coal needs to be strengthened, and wastes and byproducts during the process should be used as raw materials for other production procedures on the chains. Furthermore, the influence of external environment is supposed to be minimized. Thus, coordinated development could be achieved among economy, environment and the society. Thirdly, the proposed development model is evaluated and analyzed using analytical hierarchy process (ahp). Finally, suggestions on the development of coal industry in Shanxi are made from economic, governmental and legal prospects.
