| With the structure adjustment of products and the implementation of fine steel strategy in main steel enterprises, some authorities are going to develop extended industries of fine steel in the park, which is an important approach for local economy., To develop such industry park under the strategy of recycling economy, some substantial and key issues are studied for the purpose of saving resource, protecting environment and advancing regional sustainable development.Firstly, the extended industry of fine steel is defined systematically and integrally. Based on the theory of industry chain and the life cycle, the scope and categories of the industry are described clearly. Meanwhile processing extension, industrial waste extension, related auxiliary extension and the location of extended industry in industry chain are pointed out.Secondly, the paper analyzes recycling economy in park in acting object and methods, emphasizing the specificity of the extended industry of fine steel and stating the methods and approaches for recycling economy without loss of generality. The paper regards that the "3R" Principle of recycling economy appears in the reducing, reusing and recycling of wastes in the region of industrial park. This paper introduces the method and approach for the construction of the park, including the research on investigation, forecasting, objective determination, dealing process, transport related to industrial waste.It is just the beginning of the construction of industrial park characterized by the extended industry of fine steel in China. The paper brings up the idea and direction of such extended industry cluster, but also gives the detailed and systematical methods according to the particular industry under recycling economy strategy, guiding the construction of such park. Meanwhile, the approach is useful for other recycling industry park in common, promoting regional sustainable development and coordinated growth. |
