Product upgrading and diversification of consumer demand response speed to marketdemand more and more high with the advent of economic globalization. Therefore enterpriseswill face more intense competition, human resources outsourcing is emerge as the timesrequire in this social background to help enterprises to improve efficiency, a newmanagement mode to gain a competitive advantage.This paper firstly studies the research on human resource outsourcing background,purpose and significance, and review of the related research of domestic and foreignoutsourcing business were concluded, human resources outsourcing on relevant theories,including the theory of human resource outsourcing, service outsourcing. On this basis, theGuangdong Mobile Maoming branch mobile human resources outsourcing decision processand decision, the conditions, the Guangdong Mobile Maoming branch mobile humanresources outsourcing monitoring and risk management are analyzed, crime prevention andstudy in the process of risk.
