Human Resource is the most important Resources the most active in all factors ofproduction in the enterprise. With the continuous development of the enterprise managementtheory, Human Resource management theory is also constantly updating. At present, thedomestic literature about the Human Resource theory is based on foreign Human Resourcemanagement theory research, the researches based on the practical study of state-ownedenterprises in China are less, especially the research about state-owned coal enterprise littleless. Therefore based on the research results and the related theory on Human Resourcesmanagement at home and abroad in this paper, and expounds the purpose and significance ofthe Human Resources of fine management for coal enterprises. Then this paper has asystematic research on the model of Human Resources of fine management in XinYao coalmine. The main work and achievement is as follows:(1)To review the related literature at home and abroad, and elaborate the relevanttheories of Human Resource management,and has a deep analysis on fine Human Resourcesof XinYao coal mine, in order to provide the theoretical basis for the research;(2)To analyze the current situation of Human Resource management in XinYao coalmine, excavates deep problems in the process of Human Resource management, andcombining with related theory, puts forward XinYao coal mine, the necessity of finemanagement of Human Resources, and analyzes the feasibility of fine management of HumanResources; This paper finds that XinYao mine also has many problems in human resourcedevelopment, and human resources development, talent competition, the talented person etc..At the same time, research suggests that, in order to lay the foundation of human resources, tomeet the needs of production safety management, the implementation of human resourcemanagement, is necessary, but also feasible.(3) To make separate studies on the five factors concerning to Human Resourcemanagement in XinYao coal mine——Human Resource strategy and planning, recruitment and training, salary system, motivation and performance, employee career planning, then thispaper raises the construction scheme of fine management.This paper makes a systematic, comprehensive and thorough research on fine HumanResources management in XinYao coal mine, and puts forward the construction scheme offine management of Human Resources in XinYao coal mine. The research achievement is theinnovation and development of Human Resource management, and is worthy of reference forrelated coal mining enterprises.
