The New Industrialization Development Evaluation Of Xinjiang And Comparison Analysis With Other Regions

Drawn from the rules of different country’s economy development, industrialization is amust-process in a county’s economic development as well as an important standard tomeasure the economic development level of a certain country or region. To build up awell-being society, China should accelerate the industrialization process. However, theeconomic growth pattern in China at present is extensive, the rate of economic efficiency islow and we attach more importance to quantity growth. As a result, the intensified conflictbetween economic development and entironment is becoming the biggest obstacle to theprogress of our comprehensive, sustainable and harmonious development. Facing suchnational conditions, we should seek out a road which conforms to our national conditions andensures the sustainable development with high quality. Therefore, the report of the16thNPCcomes up with the new-industrialization road. By taking lesson from the experience ofindustrialization over the world, the sustainable development can be realized by making fulluse of advantages, promoting the economic benefits with technical progress and exploitingresources.reasonably.Xinjiang is the bridgehead opens to the west, which is of strategic importance both ineconomy and politics. As a typically less-developed region with rich resources, it is importantto balance the harmonious development between economy, resources and environment. It isalso of great important to adjust and optimize the regional economic system and grasp theopportunities provided by the third circle of Xinjiang-assistance, in order to realize thestrategic goals of leapfrog development of Xinjiang.This paper constructs the new industrialization process evaluation index system from therich connotation of the new industrialization. Then, this paper analyzes comparatively the newindustrialization process of development for30provincial regions in China and Xinjiang withthe combinative evaluation.As the result shows, the level of new industrialization process inChina present a regional distribution situation of echelon decline in three areas, and the levelof new industrialization in Xinjiang is ranked20thin the country; the level of theindustrialization in north Xinjiang is far beyond that in south Xinjiang.In order to determine the new industrialization stage in Xinjiang and other provinces inChina, this paper constructs the model of new industrialization index.As the result shows,thenew industrialization index in each province continue to rise from2005to2010;the new industrialization process in Xinjiang heads from the primary stage to the stage which is closeto the intermediate;the new industrialization process of China is close to the intermediatestage;the new industrialization index in Xinjiang slightly increase year by year,which appearsto be declining obviously compares to the index of the nationwide.In order to accelerate thethe new industrialization process in Xinjiang,measures should be taken to comprehensivelypromote regional harmonious development,strengthen the depth of the fusion of informatizati-zation and industrialization,create an excellent development environment,cultivate strategicemerging industries,promote the development of industrial spatial cluster and change the economicdevelopment mode.
