Xinjiang is a major province of energy. As the country’s largest resources reserve,the forecast coal reserve of Xinjiang is twenty thousand tons, accounting for theforecast total reserves of37.7%; oil and gas resources, account for about1\/4of thetotal onshore oil and gas resources. Energy consumption has increased from9720000tons of standard coal in1978to82900000tons of standard coal in2010, an averageannual growth rate as high as21%. The study on Xinjiang energy efficiency andinfluence mechanism is of great significance to realize low energy consumption andsustainable development. Then, how is the industrial energy efficiency level ofXinjiang? How is the trend of energy consumption? What is the inherent relationshipof the two? This paper analyses influencing factors that affects the energy efficiencyindustry in estimation of Xinjiang industrial energy efficiency at the same time. Theresults show that, in order to improve the total factor productivity, we need to paymore attention to technical progress. But technical efficiency and scale efficiency isrelatively weak. This result raises a series of questions. Can technological progressalso reduce energy use in promoting TFP increase at the same time? If we can reduceenergy use, how much is this number? In the reduction of energy consumption at thesame time, can technological progress bring much energy consumption? It is reboundeffect of energy consumption and this is what we should discuss. In this paper, thedefinition of the rebound effect mainly adopts the definition proposed by Khazzoom(1987). Although the technology can improve the utilization rate and energy savingenergy use, but also promote economic growth, increasing demand for energy,resulting in savings due to improve the efficiency of energy is due to rapid economicgrowth brought about by the extra energy consumption (partial) offset. Energyefficiency improvements will increase energy consumption by two ways. One ismaking the energy more cheap relative to the other factors of production; furthermoreis the rapid economic growth, which accelerates energy consumption. Energy policywill meet the established goals depends on the rebound effect. This article uses theMalmquist DEA model index method to analyze the dynamic changes of the energytotal factor productivity of the27industries in Xinjiang from2005to2009and usesthe panel Tobit model to analyze the factors affecting the energy efficiency of industries in Xinjiang. The results show that: The Xinjiang industrial total factorenergy efficiency improvements mainly come from the technological progress; Firmsize has a positive impact on energy efficiency, but the square of firm size has anegative effect on energy efficiency. This indicated the industrial enterprise professionhas the scale diminishing returns effect. The industrial enterprise energy efficiencyalong with the enterprise scale increases presents the inverted "u"; Coal consumptionproportion has a negative effect on the energy efficiency; Industry structure ofproperty rights has a negative effect on energy efficiency. Energy is the indispensablematerial foundation of the human survival and development. Today’s energy andeconomic development has become an integral whole. The fast growth of energyconsumption and low energy utilization efficiency would block the sustainabledevelopment of society and economy. The rebound effect is one of the importanttopics in energy economics, and its size is related to the implementation effect ofenergy policy. The article is based on the new classical theory of economic growthand serve C-D production function as the basis. The Solow Model in China was usedto estimate the contribution rate of technological progress of1978~2011, and weused the result to estimate the rebound effect of our country’s energy consumption,aiming to find how to raise the energy efficiency in Xinjiang economy undergreat-leap-forward development background. The empirical results show that: therebound effect of energy consumption that was brought by technological progress isstrong. We take advice about Xinjiang’s energy policy: when we rely ontechnological progress to improve energy efficiency, we should strengthen energyprice policy and tax policy to achieve the target of energy saving.
