Energy is regarded as the material basis of human activity. While coal is China’s major energy, fairly sharp contradictions between economic development and environmental pollution are arising. Ensuring that under the premise of China’s rapid economic growth, GDP growth should be less dependent on energy consumption, so the most pressing issue of China’s economic development is to improve energy efficiency and reduce energy consumption, however, the energy rebound effect’s exits affect the implementation effect of national energy policy. In recent years, Chinese scholars’ researches about rebound effect have showed that from the macroeconomic to the industry sector, or the steel industry, their rebound effect are lager and higher than many developed countries. In order to realize the true meaning of saving energy and reducing consumption, improving energy efficiency and inhibiting energy rebound effect must be done.The study is divided into four parts:First, the situation of China’s energy rebound effect is analyzed, and explained the need to inhibit energy rebound effect; Second, to design a pattern about inhibition of producers’ energy rebound effect; Third, industrial producers are taken as the object to simulate the pattern about inhibition of producers’ energy rebound effect; Finally, with the conclusion of the study, proposing some suggestions on how to implement the pattern about inhibition of producers’ energy rebound effect.The results show that:from2002to2010,China’s industrial sector energy efficiency gains are volatile, and in2010the industrial energy efficiency gains is nearly22times than in2002; after comparing with those different gains structure of energy efficiency to find when consumers are assigned to lesser gains, government is assigned to more gains, and not all the producers’ energy efficiency gains are deprived, inhibitory effect of rebound effect is more obvious; the national gains will be redistributed to producers as technology subsidization, redistribution of national gains not can protect the enthusiasm of producers to raise energy efficiency, also can inhibit energy rebound effect.
