Presently, the transfer of land contract and management rights is becoming activemore and more in our country. However, agricultural land transfer system whichattaches great importance to the efficiency presents an negative effect. The inflow sideis not willing to invest in agricultural land sustainable use, as well as Short-termbehavior, which causes destruction of farmland resources. The level of sustainable useof land in the agricultural land transfer is still low. The system of inflow land has nofundamentaleffect. Therefore, the study is how to evaluate whether the sustainable useof transferable agricultural land or not is significant for the protection of farmlandresources.The farmland could be divided into the ordinary farmland before circulation andtransferable farmland after the flow in the article. On the basis of previous theoreticalresearch, and referring to the research results of international and domestic academics,The article initiatively selects22typical evaluation factors from three aspects ofecology, economic, society, and then according to the FAO,puts forward evaluationcriteria of sustainable land use, analyses from five aspects of production, stability,protection, economic feasibility and social acceptability step by step, after this UsesDelphi method to select16evaluation factors, and finally builds a set of evaluationindex system. On this basis, the empirical research of Xi’an. First, according to theestablished evaluation index system design of the survey questionnaire, and select the23towns of eight counties around Xi’an agriculture more economically developed fieldresearch, and eventually won340of the samples. Second, the entropy value method todetermine each index weights. Then, determine the weight of each index based on the use of DGR gray correlation degree of the various indicators in the index system.Finally, the integrated entropy method and the results of DGR law, calculate the grayweight relation, the results of the evaluation. Transfer of agricultural land than normalagricultural land sustainable use of high-level conclusions drawn through thecomparative analysis of the results of the evaluation. However, specific analysis foundthat although the level of increase in the general agricultural land and transfer ofsustainable agricultural land use are lower score in the lower level of sustainable use;agricultural land sustainable use of agricultural land transfer, but this is mainly due tothe transfer of agricultural land based on economic efficiency-oriented, through thetransfer of agricultural land, increase farmers’ income, improve the output value of theagricultural land. However, because of seriously enough the protection of farmland,protective principles and social acceptability criteria having lower scores, they lowersthe total score of the sustainable utilization of farmland.The article by means of concrete analysis on evaluation result, in allusion to thelow level of Protective principles and social acceptability comes up with suggestionswhich promote the level of the circulation of farmland sustainable utilization, andprospects for policy setting of farmland circulation before and after usefully.
