With the development of social economy and the rapid expansion of urbanization, the problems in the land utilization are obvious such as the decreasing proportion and the declined quality and the lower utilization rate and the aggravating environment of the cultivated land. Cultivated and consolidation is a process to improve the quality of cultivated land, production condition, environment, and to increase cultivated land area, through a series of engineering measures, which is an important way to improve the rational utilization and to protect the sustainable utilization of cultivated land. The evaluation of cultivated land consolidation is an important process of the consolidation of the cultivated land, which is of great significance for the confirmation of evaluation unit priority and the delimitation of cultivated land consolidation areas.Consolidation of cultivated land is of great important for the development of Xiangfen, a major grain-production county of Shanxi, keeping with some problems such as the distribution of cultivated land, the decline of Per Cultivated Area, limited land resources, fragmentation of land utilization, poor production condition of some areas. This research, with the help of the spatial analysis function of GIS, takes338administrative villages as the evaluation units, and AHP to establish evaluation index system of agricultural land consolidation. This system includes five aspects, such as land utilization, land productivity, land production condition, eco-environment, urgent degrees of cultivated land consolidation, amounting to11indexes. Taking means of entropy weight to determine the weighted value of measures layer’s indexes out of criterion layer’s indexes, method of scoring by expert to determine the weighted value of criterion layer’s indexes out of destination layer’s indexes, and then figure out the comprehensive weight of measures layer’s indexes. At last, divides the potential of agricultural land consolidation into5levels according to the comprehensive scores of evaluation units, using isometric groping principle. When overlay analysis the potential level map, the present land-use map, the geomorphologic map, the result shows that the cultivated land area of level one accounts for2.51%of the county’s, level three accounts for26.60%, level four accounts for60.12%, level five accounts for3.19%. The areas keeps high potential levels are always be the denudation accumulation loess tableland areas, areas of erosion of stacking the piedmont inclined plain, and low mountain areas of denudation structure. The potential level of areas of River accumulation landforms is relatively small. This research result could contribute to the determination of Agricultural land consolidation areas in the land renovation plan of Xiangfen County.
