| Water conservancy is the lifeblood of agriculture, our country have given greatimportance to agricultural water conservancy construction and have spent a lot of money todevelop and improve agriculture water conservancy facilities since the16th national congress.Our country have also made remarkable achievements for ten years, but some localgovernments ignore water conservancy facilities construction objective demand only fromtheir own interests and rob project blindly, which cause the loss of national and local financialresources and drop of water conservancy investment efficiency. So the research for ouragricultural water conservancy investment efficiency has very important practical significanceto our country’s agricultural development.The report of the party’s18stresses that strengthen irrigation and water conservancy is theprimary condition and strategic moves of the development of modern agriculture andimprovement of agricultural comprehensive production capacity, actively to build irrigationand water conservancy construction, fundamentally laying solid foundation national foodsecurity. The nine-point proposal put forward that to improve the efficiency of the supply ofagricultural water resources and increase food production has become one of the core work ofagricultural economic and social development in our country in the future. Therefore,studying the problems of the agricultural water conservancy, and improving the supplysystem, has important theoretical and realistic significance.Based on the agricultural water conservancy in2001-2010panel data of input and outputthrough non-parametric DEA method associated with two-phase DEA method, carries on theempirical study on the efficiency of agricultural water conservancy investment, found thatbetween2001and2005agricultural water conservancy in China relatively efficient placealmost all set in the western region, this is our country to implement the western developmentstrategy inseparably.From2006to2010, to achieve effective area in the western regiondevelop in central and eastern regions. Finally, in the first two based on the analysis of themodel, by using DEA method based on nonparametric Malmquist index to observe theefficiency of agricultural water conservancy investment from2006to2010of its dynamiceffect on the output indexes in time sequence, find that the cause of the most central andwestern provinces inefficient is the lack of advanced production technology and technological innovation. In view of the existing problems, from a technical, policy, supervision mechanismlevel, the paper put forward the improvement suggestions. |
