Technology is the first productive force of society, and its importance has full access to the universal recognition and affirmation of the countries around the world. China has increased financial investment in science and technology in recent years. At the beginning of the12th Five-Year "our government has once again affirmed the important role of science and technology, and once again increased the financial investment. In this context, it is necessary to evaluate the Government’s financial investment in science and technology.At first this article combed the existing literature at home and abroad, and described the basic theory from two perspectives of the social efficiency and economic efficiency, which has laid a solid theoretical foundation for the follow-up writing of the article. On this basis, the author evaluate the efficiency of financial investment separately from the central financial investment in technology and area financial investment in technology via the method of super-efficiency DEA analysis and the Malmquist index, selecting the multiple input and output indicators. From the evaluation of central financial investment, we found that overall efficiency has reached relatively effective in recent years, but there are some problems that the input is redundant and the number of international scientific papers is too small. After that we made projection analysis and sensitivity analysis to distinguish the impact of indicators and find which indicators are important.In addition, in order to make a more comprehensive evaluation, we made an analysis based on the regional perspective, electing areas as decision-making units. We found that there is a big difference about efficiency between the regions. Then we select two representative backward areas according to the ranking results and analyze the two representative areas by the method of Malmquist index. Finally, the author proposed some measures to the problems.
