As one of the five major modes of transportation, railway transportation plays abackbone role in our country, but it is still not well integrated into the integrated logisticssystem. With the development of global economic integration and the change of marketenvironment, it has become an inevitably choice of railway freight station to adjust the freightdevelopment direction of railway, to release the tremendous potential of railway promotionfor logistics industry, to reform the organization mode of railway freight and to developroad-rail transportation and integrated logistics services vigorously, which is adapted to thedevelopment of new era economy.Based on the above background, this paper reviewed the development of logisticsindustry and related theory. It has been clear about the status of development of the logisticsindustry in our country, and illustrated that it played an important role to railway logistics forthe development of inland-port and the promotion of the logistics industry. Through theanalysis of development trend and characteristics of logistics in nearly ten years, combinedwith the development situation of economy, this paper has concluded that the future economydevelopment has a strong demand for logistics, so the adjustment of logistics structure will beneeded to cater to the development of economy. According to the need of inland-portdevelopment and the technical and economic characteristics of the railway, this paper makesthe preliminary planning of railway logistics center as a starting point, and it puts forward thefunction orientation and the specific function design according to the functional requirementsof railway logistics center. Then it has used the model of the Systematic Layout Planning(SLP) and adjusted the layout of railway logistics center from the angle of theory. Matlab hasprovided a realization of genetic algorithm and an optimization of function layout, and it hasput forward the general evaluation method. Finally, making a planning of railway logisticscenter in xi ’an as an example, it has been verified and analyzed by using the proposedmethods in the paper, and the planning scheme of railway logistics center has been optimizedin order to prove that the method is practical.
