Public open space is an important environmental resource in Wuhan City, Themain function of that are responsible for adjusting the urban structure replacement,improvement of the city’s natural environment, optimization Habitat environment. Itcontains a huge economic value, and has significant the value of ecological, usefulfeatures and landscape. Lack of assessment of this value or ignore the existence ofthis value, may cause decision-making errors of use or development of environmentalresource, and will lead to short-sighted behavior even illegal in the use of open space.For the effective protection and rational development utilization of urban open source,to promote the sustainable development of urban functions. It is necessary to take theappropriate method to confirm the socio-economic value of urban open space. Thecore of the assessment of the value of environmental resources is to understandpeople’s preferences, the contingent valuation method (Contingent Valuation Method,CVM) departure from the subjective satisfaction, use principle of welfare utilitymaximization. Aimed at creating the illusion of market assessment resourceswillingness to pay (Willingness to Pay, WTP) or willingness to accept (Willingness toAccept, WTA), obtained in its preferences to estimate its economic value.Public open space of Wuhan is in the public environmental goods, exist externaleffects. In this study, use of the CVM with the example of Jingtan River Beach,assessment its economic valuation. Bivariate Pearson correlation and Logit modelresults indicate that: individual willingness to pay significantly related with thefrequency to the Park, the impression of Park, dependence, whether resident in Wuhan,occupation, monthly income. Negative significant related with whether the residentpopulation of Wuhan. WTP significantly correlated with monthly income andnegative significant correlated with the distance to the marshland. Based on CVMcalculation, the results show that per capita willingness to pay (WTP) is37.87Yuan/year for the Jingtan River Beach in2012. The overall evaluation of the economicvalue is370,572,800Yuan. With increasing urbanization continued population growth,the non-use value of benefits of Jingtan River Beach will be further enhanced. Thus,the marshlands of non-use value benefits have begun to gain the attention of managersand the Public, and wake up people to pay more attention to open space. To someextent, CVM represents the public awareness of environmental decision-making. Thepublic expression of the will should be the necessary reference of a policy to develop.At the same time, survey showed that the willingness to pay is still inadequate. Urbanresidents’ awareness of environmental protection needs to be enhanced.
