Research On Food Safety Supervision Of Local Government

Hong Kong milk purchase restrictions, once again, draw people’s attention to theissue of food security, the bad effects of which have become one of the healthy threats tothe public. The world has already take the supervision of food security as an importantfunction of government. Till now, several food safety incidents in our country have beenexposed to the public, making the situation even worse. Consequently, how to perform itsregulatory functions to guarantee the food security as well as people’s daily life hasbecome a basic task for the construction of responsible government in all levels ofgovernments.The definition of food security, food safety supervision and its related concepts aregiven at the very beginning of the paper, followed by the analyses of the necessity ofgovernment supervision. Besides, certain problems found in the investigation of thecurrent situation on the supervision of food safety in Quzhou City are also stated. Themechanism of supervision and management system of food is not perfect: the delayedreform; the confusing supervision node, and the weakened supervision as well. What’smore, the ability of food safety Inspection is also weak. A lack of hands, a shortage offunds and monitoring equipment are on the list too. To make matters worse, criminaldeterrence is not enough, the lawmaking is not appropriate, and it costs lessOn the second part of this paper, a summary, which is about western developedcountries in food security supervising and management, together with the domestic reformmeasures,, is provided. Five main achievements are listed as follows: strengthening thesupervision and administration of food security monitoring and early warning mechanism;establishing prevention-oriented and traceable system; improve the ability of food safetymanagement; reinforce the punishment system.The last part of the paper is about the suggestions, based both on theories and practice,which are made as reference: Streamline regulatory system and strengthen the ability ofconstruction. The followings are the measures: firstly, increase the financial input,integrate the testing for testing resources, strengthen the work assessment; secondly,improve the food security system in all aspects, like the food safety retrospective system,business credit system for food safety education system, emergency system, food safety, food production, and market level detection system; last but not least, optimizegovernment supervision environment, lay great emphasis on the role of supervision by theNPC and the market mechanism and increase the chances of people’s participation.
