| The21st century is an era of knowledge competition, and talents that bear abundantand various knowledge has become the most important source of core competence, thusbecome the key resource for companies. In condition of the dynamic and complex marketenvironment, enterprise human resource planning is no longer limited to traditional supplyand demand analysis. How to establish human resource planning that is combined tocorporate strategy and corresponding with its future development is a new task andchallenge for human resource department.To cater for the new challenge that human resource management (HRM) is facing,many scholars proposed the concept of strategic human resource planning (HRP). Takingthe ZY Fuel and Asphalt Company (ZYFAC) for example, much work is down within thisstudy. First of all some theories related to this study are introduced, as well as the researchstatus at home and abroad. Then the ZYFAC’s internal and external environments arerespectively analyzed with SWOT and an inventory is made on the company’s humanresource, on which a human resource strategy plan is established, which includes humanresources complementary, training, compensation, career planning etc. To implement thedifference between strategic human resource planning and traditional human resourceplanning, the article gives more attention to employees’ ability and quality, and their workstatus, therefore an investigation and evaluation is made on that. The study supports thepoint that human resource planning must be combined with corporate strategy, and furtherdemonstrates that strategic human resource planning includes not only the forecast ofquantity of future human resource demand, but the ability and quality of staff and theirworking state are more important. They should be encouraged to actively devote in andcontribute to work, and an effective implementation of human resource planning is closelyrelated to cultural construction as well as other supporting measures.This paper combines theory and practice, and expounds how to make human resourceplanning from a strategic perspective, thus aims at the important link of converting theoryto practice results. The study will eventually contribute to improving ZYFAC’s human resource quality and human resource management level. |
