The21st century is the era of knowledge economy, knowledge has became an importantfactor in the creation of wealth and revenue increasing. As the most important factor ofproduction, Human Capital is not only a country’s most important asset base, but animportant source of a country’s development. National research on human capital as more andmore deeply human capital in economic growth and the growing role played by the nationalattention.Beijing and Tianjin, Hebei, Inner Ring, Because of the intrinsic link their social, Beijingand Tianjin, Hebei have cultural, environmental and geographical aspects, the objective ofeconomic unity formed a close contact with popularity, geopolitical and industrial edge.However, how to improve the Hebei Province quality of labor,, and improve the level ofhuman capital, which we need more in-depth study. Since the reform and opening up, theeconomy has made great progress in Hebei province, but mainly in the economic growth asthe main driving force to promote physical capital, human capital in which the role is still notvery clear.This article,in the perspective of human capital, based on the domestic and foreignhuman capital theory and the theory of economic growth, measured the1978-2012years,Hebei Province, the level of human and physical capital, and used Cobb-Douglas productionfunction based model of effective labor and human capital externality model of therelationship between human capital and physical capital stock and economic growth in Hebeifor empirical research, found inadequacies in human capital of Hebei province, and for theresults of the analysis, the personnel recruitment system, human capital policyrecommendations industrial structure configuration, the flow of talent market management,re-employment and other aspects of personnel arrangements.
