Countermeasures Of Rural Credit Cooperatives To Carry Out Financial Leasing Business Servicing The "Three Rural"

After sixty years of development, Rural Credit Cooperatives have become an importantpart of the rural financial system. However, with the degree of openness of the financialsector, the competition is becoming increasingly fierce. RCCs should actively respond to thecurrent competitive situation by broadening the business channels to enhance the corecompetitiveness. Meanwhile, as the "three rural" areas’ difficulties in financing, the lack offinancial leasing agricultural business, the encouragement of national policy, agriculturalfinance leasing business is facing a good opportunity for development. RCCs should seizethis opportunity as a banking financial institution of servicing the "three rural". Based on this,the authors propose RCCs to carry out financial leasing business to service the "three rural"areas better.In this paper, the author first introduced the basic concepts and present situation of thedevelopment of financial leasing, and then analyzed the necessity and feasibility of ruralcredit cooperatives to carry out financial leasing business, and designed a framework forfinancial leasing of RCCs. Finally, the author put forward the relevant supporting policies andcountermeasures of rural credit cooperatives. For the government, it should make thefinancing lease law and regulations perfect, improve the rural credit system and assetsassessment system, establish a perfect credit leasing insurance system, and also standardizethe industry management, strengthen industry self-discipline to ensure the normal operationof the financing lease of agriculture related business; For the RCC, it should establish thefinancial leasing risk management system, innovative leasing business, cooperate with relatedequipment manufacturers and universities, and also strengthen the publicity of financing leasetheory and practice. Only in this way, can the RCCs financing lease business smoothly.
